Some inside its Committee of Ministers, after provoking a scandal by an unprecedented decision to block 2 out of 4 candidates for the post of new SG (2009-2014), practically imposed to CoE's Parliamentary Assembly to "vote" for a Socialist, (since they excluded christian-democrat and liberal candidates), as an unanimous resolution from protesting MEPs denounced, now. It seems that a part of them, even started to threaten to block EuroCourt's development, exerting a blackmail which risks to cost too much in human rights' terms..

What's really hidden behind this strange conflict ? Who (and why) would like to limit CoE only into an "interGovernemental organization", droping or downgrading dissident trends, more "paneuropean"-like ? (F.ex. with ECHR or CoE's Assembly, etc).
