You are kindly invited to take part in a debate on a list of sensitive topics related to the quality
of governance in nowadays Europe: current trends in strengthening rules of ethics in the
administration; and how to assess political corruption with objective indicators. Our results
come from two pilot projects carried out by ExpertForum (EFOR, a Romanian think tank) and
its partners in four countries (Croatia, Moldova, Romania, Serbia). We believe our conclusions
are relevant not only for explaining some hidden causes of the current crisis of trust in
governance, but also for increasing the acceptability of the painful reforms necessary for
overcoming the economic crisis.

There will be two sections in our event, with presentations followed by debates:

 Conflicts of Interests and Incompatibilities in Eastern Europe: Policy Benchmarking in
Three Countries. The section is an overview of the Romanian, Moldovan and Croatian
perspectives over the setup process and evolution of the integrity and anticorruption
national systems.

 Political clientelism in public administration and public companies. The section includes
presentations of results of the project with the same name that took place in Romania,
Moldova, Croatia and Serbia. The initiative is aimed at developing a set of tools and
tracking indicators to detect political clientelization in territorial financial transfers and in the
management of SOEs, with an emphasis on the energy sector.

The event is organized by EFOR with the support of Konrad Adenauer Stiftung Romania
(KAS), Embassy of Finland in Romania, the Embassy of the United Kingdom in Romania,
British Council and three regional programs of the German Marshall Fund of the United
States. This round table is put under the patronage of Ms. Monica Macovei, Member of the
European Parliament and distinguished European activist for good governance and the rule of
