Les consequences, au detriment des victimes non-averties (et même scandaleusement trompées, puisque des prévisions Méteo gravement érronées laissaient attendre, par contre, le rafraississement habituel de toute période d'après le 15 août), ont été, dans les cas les plus graves de régions "ciblées" par cette soudaine Canicule, .. incroyablement foudroyantes : P.ex. on a vu des persones, normalement hyper-actives, soudain, apparaître comme abrutis, sans conscience des enjeux, étourdis ou carrement évanouis, etc., brutalement empechés de faire le moindre travail, comme si elles avaient été gravement affectées par cette brutale augmentation des temperatures..

+ Le pire c'est, en outre, lorsque cette canicule "exceptionelle" (selon France Méteo+) a affecté même des immeubles notoirement "sabotés", dépuis plusieurs années, du point de vue thermique, où certaines "Bavures", ou aggressions Criminelles louches du passé récent, y avaient installé quelques substances à quantités excessives, aboutissant à provoquer artificiellement des augmentations grossières de la temperature, même pendant l'été, "piégant" les victimes dans le terrible étau d'une chaleur étoufante, augmentant la témperature interne plusieurs dégrés plus haut que la temperature ambiante à l'exterieur !

Ainsi, p.ex., même pendant la nuit, (où le corps humain ne se répose pas, même en dormant, si la temperature est supérieure à 21 degrés Celsium, selon le Ministère de Santé en France), on vient de constater que, dans un tel immeuble notoirement saboté dépuis des années, (au point que certaines familles n'y laissent leurs enfants dans certaines chambres même pas pendant les vacances, en raison de temperatures excessivement suffocantes), une chaleur artificiellement provoquée montait jusqu' à ... plus de 25-26 degrés Celsium, .. tandis qu'au même moment, à l'exterieur, la temperature naturelle avait baissé dans un normal "frais" de seulement 19 degrés !!!... C.a.d. un sabotage ignoble dans une partie ciblée de ces immeubles provoquait continuellement une augmentation artificielle supplementaire des temperatures, pendant la Canicule d' été, y ajoutant (même la nuit) +5 ou +6 degrés en plus !!!!!



(Températures Internes et Externes, constatées dans un local ainsi saboté, pendant la Nuit du 20 vers le 21 août 2011, vers .. 2 heures du "matin" : + 5 degrés de plus, artificiellement ajoutés à la temperature naturelle, même pendant la Canicule d' Eté !!!!! => C.a.d., après avoir été exposées à plusieurs eprouvantes journées avec chaleurs excessives de plus de 31 ou 35 degrés, les Victimes sont, en plus; empechées de recuperer même pendant le Sommeil Nocturne !)

On peut aisement imaginer les graves souffrances, domages et sequelles ainsi provoquées au detriment de la santé, vie privée/famliale, socio-professionelle, etc. des personnes qui seraient victimes de telles aggressions, louches mais manifestement dangereuses, p.ex. lorsque la témperature externe serait monté (pendant le jour) à plus de 30 ou 36 degrés...

Les responsables locaux et autres (surtout ceux qui avaient été même avertis, y compris en public, sur l'urgence d'agir efficacement à temps pour prévenir les ravages que risquent de provoquer au détriment des victimes ces sabotages ignobles des bureaux et/ou chambres ciblées par telles aggressions thermiques), qui ne font rien pour éviter de tels traitements inhumains/degradants, portent, manifestement, des lourdes responsabilités, criminelles et autres, et méritent les plus graves sanctions, pour avoir provoqué de telles soufrances et n'avoir rien fait, pendant si longtemps, pour corriger les erreurs, sauver les victimes et agir pour prévenir que les dommages ne s'empirent encore davantage.

Cyprus : Christofias Spokesman Stefanu accused of "Goebels'" like Brutal attacks against independent Press, as government coalition breaks down

- "With an unprecedented Brutality for a Civil Servant, entrusted with the Responsibility to inform the Press, (Cristofias' Cyprus') Government Spokesman, (Stefanus Stefanu), aggressed our Newspaper", denounces the Media of the Biggest Political Party in Cyprus, (ChristianDemocrats/EPP of DHSY), picturing the culprit, exceptionally in its 1st page Headline News, under the Title (in big letters) : "GOEBBELS (i.e. the Oppressive NAZI regime's Propaganda chief) in the Presidential" office (of Mr. Cristofias) !




This kind of incident with Mr. Stefanu occured "because it (the Newspaper) revealed and documented Germany's readiness to Help" fellow EU Member Country Cyprus, about "the Munitions (from Iran to Syria, which were intercepted and stocked in Cyprus) and/or "the Naval Base" (which was heavily damaged after those Munitions exploded on July 11, the same Day and even Hour when Cristophas was obliged to explain to all Political Leaders of Cyprus what had really happened in Geneva, during his meeting with UN SG Ban Ki Moon and the Leader of the Turkish Cypriot Community Eroglou on July 7  - Explication which was .. Postponed 4 times, after the non-elucidated yet, Deadly and Destructive Explosion), the mainstream Media observes.

Earlier, Stefanu had used the Horrible Massacre in Norway in order to justify Christophias' refusal to resign, since it had killed more People, without Stoltenberg losing, but on the contrary winning popularity in Polls, after a series of catastrophic drops recently, until the slaughter.



But, one day after Stefanu's blunder, Christofia's remaining coalition partner DHKO party (of former Cyprus' President Tassos Papadopoulos) walked away, abandoning him alone with only some 29% of registered voters having supported his AKEL party (former Communists), and with only 19 out of 56 MPs in Cyprus' Parliament, (i.e. a weak Minority)...

Calls for Christofias to resign, after massive Popular demonstrations and several Press revelations, grow stronger, while he has also promised to take into account the findings of Criminal, Police and Administrative Investigations on the recent incidents, and People have already started to gather signatures for his prosecution to Cyprus' Supreme Court for immoral and/or dishonoring crimes, which, according to the Constitution, would force him to immediately Stop using his prerogatives, and, if condemned, a new Cyprus' President should be elected in one and a half Month.

FOR THE PAST five weeks, growing numbers of Syrians have been gathering in cities and towns across the country to demand political freedom — and the security forces of dictator Bashar al-Assad have been responding by opening fire on them. According to Syrian human rights groups, more than 220 people had been killed by Friday. And Friday may have been the worst day yet: According to Western news organizations, which mostly have had to gather information from outside the country, at least 75 people were gunned down in places that included the suburbs of Damascus, the city of Homs and a village near the southern town of Daraa, where the protests began.

Massacres on this scale usually prompt a strong response from Western democracies, as they should. Ambassadors are withdrawn; resolutions are introduced at the U.N. Security Council; international investigations are mounted and sanctions applied. In Syria’s case, none of this has happened. The Obama administration has denounced the violence — a presidential statement called Friday’s acts of repression “outrageous” — but otherwise remained passive. Even the ambassador it dispatched to Damascus during a congressional recess last year remains on post.

Syrian security forces fired bullets and tear gas on pro-democracy demonstrators Friday, killing at least 49 people in the bloodiest day of the uprising against the current regime. (April 22)

The administration has sat on its hands despite the fact(s)...

 Like people across the Middle East, the protesters in Syria say that they are seeking the establishment of a democratic system. A statement issued by organizers of the protests Friday called for an end to torture and killings by security forces; the release of all political prisoners; an investigation into the deaths of those killed so far; and reform of the constitution, including a limit on presidential terms. The mass demonstrations on Good Friday were called to show that the cause is neither Islamic nor sectarian.

Yet the Obama administration has effectively sided with the regime against the protesters. Rather than repudiate Mr. Assad and take tangible steps to weaken his regime, it has proposed, with increasing implausibility, that his government “implement meaningful reforms,” as the president’s latest statement put it. ....

.....    As a moral matter, the stance of the United States is shameful. To stand by passively while hundreds of people seeking freedom are gunned down by their government makes a mockery of the U.S. commitment to human rights.

In recent months President Obama has pledged repeatedly that he would support the aspiration of Arabs for greater freedom.

In Syria, he has not kept his word.

It's natural : Just by seeing those "glamorous" Syrian Government TANKS make Deadly Attacks against the People, the Turkish regime inevitably remembers those ECHR judgements which have condemned Ankara even for Killing a young Boy (on his way from School to his Family Home) by .. Canon Shots fired by a TANK behind the Back of the victim....

Since the Turkish regime never implemented such ECHR judgements, leaving the coward Criminal Killer scandalously Unpunished, i.e. practically covering up even odious Deadly Crimes with dangerous total Impunity, what else would you expect from it when Mr. Assad junior imitates Ankara by sending more and more Tanks to attack civilian People ?

Heavy fighting broke out in the besieged Libyan town of Misrata on Friday, with four civilians killed, as loyalist forces sought to dislodge rebels, insurgent sources and an AFP correspondent said.

The fighting in Misrata came hours after government forces shelled the edge of Ajdabiya, further to the east, forcing insurgents to retreat, and as a debate raged over how well NATO air forces are enforcing a UN-mandated no-fly zone.

'There is an intense exchange of fire with light arms, rockets and heavy artillery between the rebels and the regime's army,' said the correspondent, who was among a group of journalists brought to Misrata by Libyan authorities.

The correspondent said they were about 5km into the town that extends about 30km along the Mediterranean coast.

Meanwhile, a source in the insurgent stronghold of Benghazi said four people, including two children, had been killed in Misrata and 10 others wounded.

'Gaddafi forces continue to fire blindly on the houses of Misrata,' the rebel source said. 'Today, four martyrs fell, including two children under age four.

'They died in their homes while, paradoxically, we have not had any victims at the front,' he said, adding that one person had been killed and 24 wounded on Thursday.

The source said that, 'at dawn, loyalists began firing rockets and tank shells on the city, after which there was fierce fighting on the coastal road'.

He repeated criticism of NATO air forces, who are enforcing a UN-mandated no-fly zone over Libya to protect civilians, saying 'civilians are being killed in Misrata'.


'We want France to take command of the operations in Misrata,' he said.
 
'France must take the initiative (because) its forces are much more effective than those of NATO.'


Earlier, rebels in Misrata criticised NATO for what they said was its lack of response to a relentless pounding by Gaddafi forces for more than a month.

'We have officially informed NATO and have assumed responsibility for any presence of civilians, but they have not acted so far,' a spokesman told AFP.

Misrata, about 215km east of Tripoli, has seen fighting for more than 40 days since the start of the uprising against Gaddafi. Doctors said last week that 200 people had been killed there since the fighting began.


NATO was already under criticism by the opposition after its warplanes hit rebel tanks on Thursday near the oil town of Brega, killing four people, wounding 14 and leaving six others missing.

In Ajdabiya, hundreds of kilometres to the east, rebels had regrouped on Friday morning after many of them and residents of the town had fled a day earlier. They tried to push westward towards Brega but were forced back by loyalist shelling.


NATO chief Anders Fogh Rasmussen on Friday called the bombing an 'unfortunate incident'.

'I strongly regret the loss of life,' Rasmussen said of the strike, labelled by rebel military commander General Abdelfatah Yunis as a NATO 'error'.

The operation's deputy commander, British Rear Admiral Russell Harding, refused to apologise, saying the alliance was unaware rebels were using tanks and that it was becoming hard to distinguish between the two sides on the road.

The rebels said they were 'not seeking an apology but an explanation'.

Yunis insisted on Thursday night that the rebels had told NATO they were moving T-55 and T-72 heavy tanks from Benghazi to Brega.

A source close to key Western envoys in Benghazi who are in regular contact with the opposition Transitional National Council said 'the problem is there are no official direct links' between the rebel military leadership and NATO.

The source said communications equipment was due in Benghazi on Friday to give the rebels a link to a European capital, and that messages to NATO could be passed through that channel as an interim measure.


In Benghazi, around 400 protesters chanted 'Down with NATO' in reaction to the Brega bombing.

'NATO is not very effective. Why didn't it attack Gaddafi's forces? Why did it hit our freedom fighters?' asked one demonstrator, Anwar Mali, 25.


'Obama, thanks. Juppe, thanks. Sarkozy, thanks,' said a 55-year-old protester, Neima al-Misrati, intimating that US leader Barack Obama and France's President Nicolas Sarkozy and Foreign Minister Alain Juppe were more active in the rebels' cause than NATO.

BRUSSELS (AP) - NATO holds its fire as Moammar Gadhafi's forces advance 100 miles into rebel territory. It then blasts a rebel tank, saying it didn't know the rebels had any - even though footage of rebels with tanks had been on YouTube for weeks.

NATO's leadership of the Libya campaign is coming under increasing criticism for mistakes and ineffectiveness. Nine difficult days of leading the air war have brought into sharp relief the confusion, ambiguity and constraints of the alliance's mission.

....... The NATO bombing of a rebel convoy on Thursday, in which five people died and at least one rebel tank was destroyed, appears to have crystalized the perception - to outsiders, at least - that the alliance is running a bumbling campaign.

.....Government forces pushed some 100 miles eastward from Gadhafi's hometown of Sirte past rebel forward positions at Bin Jawwad, pushing the rebels back to Ras Lanuf and later to Brega, where the front is now.

Further complicating the military campaign has been a lack of human spotters on the ground - CIA agents in Libya are said to be gathering intelligence on the organizational structure of the rebel movement, (!) rather than coordinating airstrikes - and no established network for NATO and the ragtag group of rebels to communicate.

But as the rebels angrily accused the alliance of mistakes and neglect, NATO's frustrated leaders refused to apologize Friday for the bombing of the tanks.

Adding to NATO's woes, the U.S., which handed off its leadership role March 31, halted its combat role this week. That move is depriving NATO of certain kinds of aircraft that could prove useful in some of the close urban warfare battles between forces loyal to Gadhafi and rebels bent on his ouster.

NATO acknowledged Friday that its airstrikes had hit rebels using tanks to fight government forces in eastern Libya, saying it thought only Gadhafi regime forces had used heavy armored vehicles.

   Yet if NATO did not know, that seems extraordinary: Video and photos from the start of the uprising against Gadhafi's rule a month ago showed that some Libyan armored units had changed sides in the early stages of the rebellion, bringing their equipment with them.

On Friday, British Rear Adm. Russell Harding, deputy commander of the NATO operation, .... told reporters in Naples, Italy, where the alliance's operational center is located. "The situation on the ground was and remains extremely fluid, and until yesterday we did not have information that (rebel) forces are using tanks."

NATO's Secretary-General Anders Fogh Rasmussen expressed regret over the rebels' loss of life, but he too offered no apology.

Complicating matters further for NATO, ground fire over the Libyan battlefields remains a serious threat to any jet making low-level passes - a must for pilots trying to identify enemy forces in a fast-changing situation.

A U.S.-led coalition initially launched the air war on March 19. Although the first such strikes on Libyan targets quickly destroyed most of Gadhafi's fixed surface-to-air missile emplacements and the radars that control them, Gadhafi's forces are believed to have hundreds of automatic cannon and shoulder-launched rockets - including sophisticated Russian-built Iglas - that can easily down planes like A-10 Thunderbolts or AC-130 gunships at low altitudes.

NATO learned this the hard way during the 1999 war in Kosovo, where a number of its attack jets were struck by ground fire and had to make emergency landings at nearby alliance-held airports. Commanders then ordered the pilots not to descend lower than 5,000 meters (15,000 feet), keeping them outside the killing range of guns but drastically reducing the effectiveness of their bombing attacks on Serbian ground forces.

Now, NATO jets are again operating mainly at higher altitudes, where Iglas and Gadhafi's pickup-mounted 37mm and 20mm guns cannot reach them.

Harding said Friday that NATO jets had conducted 318 sorties and struck 23 targets across Libya in the past 48 hours. They have flown over 1,500 sorties since assuming overall command.

The jets have destroyed Gadhafi's anti-aircraft missile defenses, T-72 tanks and ammunition dumps, Harding said. The NATO attacks have also targeted Gadhafi's loyalist forces in the besieged city of Misrata, where rebels continue to hold out.

But critics have questioned NATO's limited mandate of only protecting civilians directly threatened by Gadhafi's troops, rather than trying to eliminate the threat completely by destroying the strongman's regime.

"By not striking at the regime from the outset, Gadhafi was granted the initiative to embed his forces in urban settings hiding behind human shields in a form of guerrilla warfare," said Barack Seneer, a Middle East expert at the Royal United Services Institute, a British military think tank.

"A no-fly zone is not equipped to contend with guerrilla warfare or with a stalemate that places rebels and loyalists at close proximity with one another," he said.

U.S. Defense Secretary Robert Gates said NATO is flying about the same number of combat missions in Libya as when the U.S. was part of the strike mission - so it should be no surprise that they provide only limited help to the Libyan rebels.

"With not having our own people on the ground, without having forward air controllers and observers and so on, and with the pilots trying to go out of their way to avoid civilian casualties, obviously it becomes more difficult to support ground operation," Gates told reporters in Mosul, in northern Iraq.

Gates also said Gadhafi's forces are using more civilian vehicles and clothing to blend in with rebel forces, making it even more complicated for NATO's combat pilots to distinguish friend from foe.

Analysts suggest that neither side in Libya can deliver a decisive blow against the other anymore, and say the war has turned into a stalemate that could last for many months.

"The initial military operation achieved its objective of preventing a massacre of rebels and civilians in Benghazi," Chalmers said. "But NATO inherited a much messier situation, and we are now entering a period in which politics and not the military will have to play a leading role."

......"Nous n'étions pas informés (du fait) que les forces du CNT (Conseil national de transition) faisaient usage de chars", avait-il argué.
             
Plus diplomatiquement, le secrétaire général de l'Otan Anders Fogh Rasmussen a ensuite qualifié l'"incident" de "très malheureux". "Je regrette vivement les morts" qu'il a entraînées, a-t-il déclaré.
             
Selon diverses sources, le bombardement a tué deux soldats dans les rangs des rebelles et un ou deux médecins, outre 14 blessés et six disparus.
             
C'était la deuxième fois que l'Otan frappait ainsi des rebelles depuis qu'elle a pris le 31 mars le relais de la coalition multinationale commandée par les Etats-Unis.
             
Le 1er avril, un de ses avions, se croyant attaqué, avait fait feu sur une colonne de voitures, .....

BENGHAZI, Libya – A rebel military leader lashed out at NATO Tuesday, saying it was falling short in its mission to protect Libyan civilians. ....

....Abdel-Fattah Younis, chief of staff for the rebel military and Gadhafi's former interior minister, said he was asking the opposition's leadership council to take their grievances to the U.N. Security Council, which authorized force in Libya to stop government troops from wiping out the anti-Gadhafi uprising that began Feb. 15.

NATO forces "don't do anything" even though the United Nations gave them the right to act, Younis said. He said bureaucracy means that NATO strikes sometimes come eight hours after rebels' have communicated targets.

"The people will die and this crime will be on the face of the international community forever. What is NATO doing?" Younis said.
NATO last week took control over the international airstrikes that began March 19....

....Younis, however, said civilians have cleared out of areas of Misrata occupied by Gadhafi's forces and that NATO "would have lifted the siege days ago" if it wanted to.

"Children are dying every day and women and men are dying every day from shelling. If NATO waited another week, that will be the end of Misrata. There won't be anyone left." ...

Le chef militaire des rebelles libyens a lancé mardi une attaque en règle contre l'Otan, l'accusant de "laisser mourir les habitants de Misrata" (ouest) sous les tirs des forces de Mouammar Kadhafi, qui ont également gagné du terrain dans l'Est, près de Brega.

"La presse internationale doit soutenir avec force le peuple de Misrata et appeler (à l'aide) l'Otan qui croit nous rendre service en bombardant ici et là alors qu'il laisse les habitants de Misrata mourir tous les jours", a déclaré le général Abdel Fattah Younés lors d'une conférence de presse dans le fief rebelle de Benghazi (est).

"Si l'Otan attend encore une semaine de plus, ce sera la fin de Misrata; nous ne trouverons plus personne là-bas", a ajouté le général, ancien ministre de l'Intérieur de Kadhafi qui s'est rallié à la rébellion en février.

Misrata, troisième ville du pays, est située à 214 km à l'est de la capitale Tripoli, bastion du régime Kadhafi. Depuis plus de 40 jours, les rebelles défendent sans relâche Misrata bombardée et assiégée par les forces loyalistes. Selon les rebelles, plus de 200 personnes ont péri dans les combats.

Selon le chef militaire rebelle, les habitants de Misrata sont désormais menacés "d'extermination au vrai sens du terme".

If Turkey really interferes, as it is reported these days, then it will discredit and undermine the Libyan operation of EU/USA/Arab countries/UN, which was initially led under a banner calling to Help Libyan People against Military Threats and to liberate itself from Oppression :

- Because a Turkish regime which has arrested and still keeps in Prison 3.000 Elected Kurdish Mayors, Regional Counsellors, etc, these same years (2009-2011), holds a No 1 record  for Impunity of Torturers despite 16 Years of condemnations by ECHR (1995-2011), persecutes and jails or fails to investigate the Murders of many dissident Journalists, still refuses to recognize the 1st Genocide in Modern History : that which was notoriously committed against Armenians, persists in its Military Occupation of the Northern part of EU Member Cyprus, usurpating Displaced persons' Homes/Properties and opposing even Turkish Cyriot dissidents who demonstrated recently in the territories of Cyprus occupied by Ankara's army, continues to threaten Greece with War over its revendications in the Aegean Sea, has already invaded, bombed and occupied Northern Iraq, and is a residu of the former Ottoman-Turc Empire which invaded, occupied and destroyed the former Arab Civilisation, (etc), ...obviously is NOT adequate for an operation destinated to bring, on the contrary, to the Arab World, real Democracy, Freedom, Development and respect of Human Rights....

+ Moreover, a Turkish Government, with a Prime Minister as Mr. Erdogan who recently received a .. "Human Rights" Prize awarded by ..Libyan Colonel Kaddafi on November 2010, and who has repeatedly launched Criticism against the Coalition of the Paris' Summit which launched the March 19 operation to help the revolted Libyan People vis a vis imminent violent Threats by colonel Kaddafi to be "finished in only 2 Days" ; who disagrees with EU Summit conclusions to launch a "call on Colonel Kadhafi to relinquish power immediately" ; and who has just insulted a Leader of that operation (without whom it wouldn't even exist) : France, by shamelessly declaring that NATO's role would be to "cut France off the circuit" (sic !), (etc), is obviously suspect to undermine the International Community's operation.     
 
 I.e., by a coincidence, precisely what happened, mutatis-mutandis, in the Afghanistant War since Turkey got involved (2004)... But much more Dangerous here, in front of EU's territory.

Considering the current killings in Libya, it's obviously time to remember the famous "Muammar al-Kadhafi Human Rights' award" that he recently gave to .. Turkish Prime Minister Tayip Erdogan at the end of 2010, of another State even more infamous for serious Violations of human rights  : Taking into account Turkey's and Libya's notoriously oppressive records, this looks like a ..... "the "Chernobyl Award for Nuclear Safety", joked American journalist Michael Rubin.
