What's really behind this mig-mar ? Delays (by postponing EU Parliament's vote, etc) may render the proposal inapplicable, in real practice, to the 2014 EU Elections, and that would be a pitty. Particularly when some (as f.ex. former EU Convention's Chairman, f. French President Giscard d'Estaing, etc) recently suggested to call for a "European Constituent Assembly" in Strasbourg on 2015... |
