The richness of the multi-factorial diversity of our European Institutions

In the context of creative Europe, an exceptional piano concert and quality exhibitions on sustainability, the 40th anniversary of the European elections, European civil aid or the World Shearing Championship show the creativity, dynamism and diversity of Europeans at the heart of the Assembly's discussions and work in the Chamber.

Topics covered by MEPs, such as the EU program, in the fight against fraud, the implementation of enhanced cooperation, Parliament's political control over the Commission, the right to demonstrate publicly and the proportionate use of force, the European civil protection mechanism, the compatibility of pesticides with sustainable development, or the directive on cross-border care, and the conditions for water reuse, followed by a debate with Italian Prime Minister Guiseppe Conte on the future of Europe, help to show the interest of a united and diverse Europe in the essential and sensitive issues that drive questions in member countries or in civil society.

Trade agreements between the EU and Singapore or sensitive issues such as the decline in women's rights or strategies to improve the fight against cancer were discussed, followed by a more in-depth reflection on "A sustainable Europe by 2030", discussed after the Commission's declaration followed by the debate on the Regional, Social and Maritime Development Funds, are all issues that work for the Union's interest in long-term, regional, transversal or multilateral projects serving states, regions, businesses and citizens. The topical and urgent debate (Art. 153bis of the Rules of Procedure) on "fair taxation for a just society” is extending the discussion to the social and justice pillar.

The protection of animals during transport and the development of the Customs Union were also on the agenda this week, in line with the longer-term implementation. At the end of the session, we will have noticed in the inner courtyard, the animal advocates who were demonstrating, to express their feelings.

The traditional debate on cases of human rights violations (art. 135), dealt with situations in Chechnya, imprisonment of political opponents, Zimbabwe, political repression, and women's rights defenders in Saudi Arabia. All reports and resolutions were adopted by a large majority.

The discussion on the future of Europe with Giuseppe Conte was welcome and interesting, although there were some secondary differences with some of the participants in the debate.

As usual, the exhibitions presented at this session covered many aspects of the Union's activities. For example, civil protection gave the example of Polish firefighters who went to help the Swedes during last summer's deadly fires, with a photo gallery installed at the WIC. A great outpouring of solidarity welcomed and recognized! This exhibition, under the auspices of the ECR European Reform Conservatives Group, supported the discussion on the European Civil Protection Mechanism.

The exhibition produced by the European Parliament's Historical Archives and the DG for Parliamentary Research Service showcased a collection of institutional posters between 1979 and 2014 to celebrate the 40th anniversary of the European election. Indeed, although provided for in the original texts in 1948, the process of setting up the European election by universal suffrage took some time to take shape in 1979. A fine victory for Europeans at the heart of the Union's geography for the development of a European consciousness far from the almost religious obscurantism of the 20th century nations, whose sad results had been observed!

A surprising exhibition presented the organization of the World Sheep Shearing Championship, for the first time in France, July 2019, with 30 participating countries, 375 athletes, and 5000 sheep. Nearly 30,000 visitors will be able to admire the achievements of these enthusiasts and discover some impressive aspects of the sheep industry!

Finally, a sublime piano concert filled with emotion and life was offered to us by pianist Marijan Duzel and EPP MeP Ivica Tolic as part of the Creative Europe program, in terms of European film, cultural support and creative sectors such as music.

A true event of European scope in the spirit of our founders, which participates and shows what Europe means. In this regard, Marijan Duzel's journey is a good example of this meaning, Erasmus, Split, Zagreb, Vienna, Ljubljana, Brussels, Strasburg The concert program also highlights this richness and variety with brilliant performances of works by composers Beethoven, Schumann, Kempf, Bartók and Liszt. A whole wealth of our harmonious civilization presented and felt by the actors and listeners of this concert of excellence.

Congratulations also to the excellent quality of the organisation of this meeting Ivona Lukac and the team of the European deputy Ivica Tolic, whom the applause addressed to the pianist also greeted.

The European Confederation of Paper Industries CETI presented successful achievements in various Member States on wood and paper processing in the context of low carbon consumption. The 21 projects promote Made in Europe, resource efficiency, sustainability, recycling rate and low CO2 consumption. The locations of these projects supported by Europe show a wide geographical diversity: 18 Em (17+1), 500 companies ranging from SMEs to multinationals, in the countries: UK, Sweden, Spain, Poland, Holland, Italy, France, Finland, Czech Republic, Germany, Belgium, Austria...

In fact, the Reinvest 2050 project is a commitment by the forest fiber and paper industry to demonstrate how the industry is taking active responsibility for reducing its carbon emissions, while playing a leading role in providing biological alternatives to more carbon intensive products. This is undoubtedly a future direction for the progress of European industry.

Numbers of side events were on the rail during the session as for example the conference: "70 after the Universal Declaration of Human Rights, freedom of religion for Christians? ", or the usual meeting of the Intergroup on Animal Welfare.

This brief summary of the activities of the plenary week at the European Parliament shows the richness of the multifactorial diversity of our European Institutions.

Good continuation, but with a return to the human dimension in the perspective of the next European mandates.

Februar-Sitzung des Europäischen Parlaments, Februar 2019

Im Kontext des kreativen Europas, eines außergewöhnlichen Klavierkonzerts und hochwertiger Ausstellungen zum Thema Nachhaltigkeit, des 40-jährigen Jubiläums der Europawahlen, der europäischen Zivilhilfe oder der Scher-Weltmeisterschaft zeigen die Kreativität, Dynamik und Vielfalt der Europäer im Mittelpunkt der Diskussionen und der Arbeit der Versammlung in der Kammer.

Themen, die von den Abgeordneten behandelt werden, wie das EU-Programm, die Betrugsbekämpfung, die Umsetzung einer verstärkten Zusammenarbeit, die politische Kontrolle des Parlaments über die Kommission, das Recht auf öffentliche Demonstration und die angemessene Anwendung von Gewalt, das europäische Katastrophenschutzverfahren, die Vereinbarkeit von Pestiziden mit einer nachhaltigen Entwicklung, oder die Richtlinie über die grenzüberschreitende Pflege und die Bedingungen für die Wiederverwendung von Wasser, gefolgt von einer Debatte mit dem italienischen Premierminister Guiseppe Conte über die Zukunft Europas, tragen dazu bei, das Interesse eines geeinten und vielfältigen Europas an den wesentlichen und heiklen Fragen zu zeigen, die die Fragen in den Mitgliedstaaten oder in der Zivilgesellschaft bewegen.

Handelsabkommen zwischen der EU und Singapur oder sensible Themen wie der Rückgang der Rechte der Frauen oder Strategien zur Verbesserung der Krebsbekämpfung wurden diskutiert, gefolgt von einer eingehenderen Reflexion über "Ein nachhaltiges Europa bis 2030", die nach der Erklärung der Kommission und der Debatte über den Fonds für regionale, soziale und maritime Entwicklung erörtert wurden, sind alles Themen, die dem Interesse der Union an langfristigen, regionalen, transversalen oder multilateralen Projekten im Dienste von Staaten, Regionen, Unternehmen und Bürgern dienen. Die Dringlichkeitsdebatte (Art. 153bis der Geschäftsordnung) über "gerechte Besteuerung für eine gerechte Gesellschaft", die die Diskussion auf den Bereich Soziales und Justiz ausweitet.

Der Schutz von Tieren beim Transport und die Entwicklung der Zollunion standen diese Woche ebenfalls auf der Tagesordnung, im Einklang mit der längerfristigen Umsetzung. Am Ende der Sitzung werden wir im Innenhof bemerkt haben, dass die Tierfürsprecher, die demonstriert haben, ihre Gefühle zum Ausdruck bringen.

Die traditionelle Debatte über Fälle von Menschenrechtsverletzungen (Art. 135) befasste sich mit Situationen in Tschetschenien, der Inhaftierung von politischen Gegnern, Simbabwe, politischer Repression und Frauenrechtlern in Saudi-Arabien. Alle Berichte und Beschlüsse wurden mit großer Mehrheit angenommen.

Die Diskussion über die Zukunft Europas mit Giuseppe Conte war willkommen und interessant, obwohl es mit einigen der Diskussionsteilnehmer einige sekundäre Unterschiede gab.

Wie üblich deckten die bei dieser Sitzung präsentierten Ausstellungen viele Aspekte der Tätigkeit der Union ab. Der Katastrophenschutz nannte als Beispiel die polnischen Feuerwehrleute, die den Schweden während der tödlichen Brände im vergangenen Sommer geholfen haben, mit einer Fotogalerie im WIC. Ein großer Ausbruch von Solidarität ist willkommen und anerkannt!

Diese Ausstellung unter der Schirmherrschaft der ECR-Fraktion der Europäischen Reformkonservativen unterstützte die Diskussion über das Europäische Katastrophenschutzverfahren.

Die vom Historischen Archiv des Europäischen Parlaments und der GD Parlamentarischer Forschungsdienst produzierte Ausstellung zeigte zwischen 1979 und 2014 eine Sammlung von institutionellen Postern zum 40-jährigen Jubiläum der Europawahl. Obwohl in den Originaltexten von 1948 vorgesehen, dauerte es einige Zeit, bis sich der Prozess der Durchführung der Europawahlen in allgemeiner Wahl im Jahr 1979 herausbildete. Ein schöner Sieg für die Europäer im Herzen der Geographie der Union für die Entwicklung eines europäischen Bewusstseins weit weg vom fast religiösen Obskurantismus der Nationen des 20. Jahrhunderts, deren traurige Ergebnisse beobachtet wurden!

Eine überraschende Ausstellung präsentierte die Organisation der Schafschur-Weltmeisterschaft, zum ersten Mal in Frankreich, Juli 2019, mit 30 Teilnehmerländern, 375 Athleten, 5000 Schafen. Fast 30.000 Besucher können die Leistungen dieser Enthusiasten bewundern und einige beeindruckende Aspekte der Schafzucht entdecken!

Schließlich wurde uns von der Pianistin Marijan Duzel und dem EVP-Abgeordneten Ivica Tolic im Rahmen des Programms Creative Europe ein erhabenes Klavierkonzert voller Emotionen und Lebensfreude geboten, und zwar in Bezug auf den europäischen Film, die kulturelle Unterstützung und kreative Bereiche wie die Musik.

Ein wahres Ereignis von europäischem Ausmaß im Geiste unserer Gründer, das teilnimmt und zeigt, was Europa bedeutet. In diesem Zusammenhang ist die Reise von Marijan Duzel ein gutes Beispiel für diese Bedeutung, Erasmus, Split, Zagreb, Wien, Ljubljana, Brüssel, Strasburg..... Diese Fülle und Vielfalt unterstreicht auch das Konzertprogramm mit brillanten Aufführungen von Werken der Komponisten Beethoven, Schumann, Kempf, Bartók und Liszt. Eine ganze Fülle unserer harmonischen Zivilisation, die von den Schauspielern und Zuhörern dieses Exzellenzkonzertes präsentiert und gespürt wird.

Herzlichen Glückwunsch auch an die ausgezeichnete Qualität der Organisation dieses Treffens Ivona Lukac und das Team des europäischen Stellvertreters Ivica Tolic, die der Applaus an den Pianisten ebenfalls begrüßte.

Der Europäische Verband der Papierindustrie CETI präsentierte erfolgreiche Ergebnisse in verschiedenen Mitgliedstaaten bei der Holz- und Papierverarbeitung im Zusammenhang mit einem niedrigen CO2-Verbrauch. Die 21 Projekte fördern Made in Europe, Ressourceneffizienz, Nachhaltigkeit, Recyclingquote und geringen CO2-Verbrauch. Die Standorte dieser von Europa unterstützten Projekte weisen eine große geografische Vielfalt auf: 18 Em (17+1), 500 Unternehmen von KMU bis hin zu multinationalen Unternehmen in den Ländern: Großbritannien, Schweden, Spanien, Polen, Niederlande, Italien, Frankreich, Finnland, Tschechien, Deutschland, Belgien, Österreich.....

Tatsächlich ist das Reinvest 2050-Projekt eine Verpflichtung der Forstfaser- und Papierindustrie, zu zeigen, wie die Industrie aktiv Verantwortung für die Reduzierung ihrer Kohlenstoffemissionen übernimmt und gleichzeitig eine führende Rolle bei der Bereitstellung biologischer Alternativen zu kohlenstoffintensiven Produkten spielt. Dies ist zweifellos eine zukünftige Richtung für den Fortschritt der europäischen Industrie.

Während der Sitzung waren zahlreiche Begleitveranstaltungen auf der Schiene, wie z.B. die Konferenz: "70 nach der Allgemeinen Erklärung der Menschenrechte, Religionsfreiheit für Christen? "oder die übliche Sitzung der Intergruppe für Tierschutz.

Diese kurze Zusammenfassung der Aktivitäten der Plenarwoche im Europäischen Parlament zeigt den Reichtum der multifaktoriellen Vielfalt unserer europäischen Institutionen.

Gute Fortsetzung, aber mit einer Rückkehr zur menschlichen Dimension im Hinblick auf die nächsten europäischen Mandate.

Sessione di febbraio del Parlamento europeo, Febbraio 2019

Nel contesto dell'Europa creativa, un concerto pianistico eccezionale e mostre di qualità sulla sostenibilità, il 40° anniversario delle elezioni europee, l'aiuto civile europeo o il Campionato del mondo di tosatura mostrano la creatività, il dinamismo e la diversità degli europei al centro delle discussioni e dei lavori dell'Assemblea nella Camera.

Temi trattati dai deputati al Parlamento europeo, come il programma UE, nella lotta contro le frodi, l'attuazione di una cooperazione rafforzata, il controllo politico del Parlamento sulla Commissione, il diritto di dimostrare pubblicamente e in modo proporzionato l'uso della forza, il meccanismo europeo di protezione civile, la compatibilità dei pesticidi con lo sviluppo sostenibile, o la direttiva sull'assistenza transfrontaliera e le condizioni per il riutilizzo dell'acqua, seguita da un dibattito con il Presidente del Consiglio Guiseppe Conte sul futuro dell'Europa, contribuiscono a dimostrare l'interesse di un'Europa unita e diversificata per le questioni essenziali e delicate che guidano le questioni negli Stati membri o nella società civile.

Sono stati discussi accordi commerciali tra l'UE e Singapore o temi sensibili come il declino dei diritti delle donne o le strategie per migliorare la lotta contro il cancro, seguiti da una riflessione più approfondita su "Un'Europa sostenibile entro il 2030", discussi dopo la dichiarazione della Commissione seguita dal dibattito sui Fondi di sviluppo regionale, sociale e marittimo, sono tutti temi che rispondono all'interesse dell'Unione per progetti a lungo termine, regionali, trasversali o multilaterali al servizio di Stati, regioni, imprese e cittadini. Il dibattito d'attualità e d'urgenza (art. 153bis del Regolamento) su "un'equa tassazione per una società giusta", estendendo la discussione al pilastro sociale e della giustizia.

Anche la protezione degli animali durante il trasporto e lo sviluppo dell'Unione doganale erano all'ordine del giorno di questa settimana, in linea con l'attuazione a più lungo termine. Alla fine della sessione, avremo notato nel cortile interno, i sostenitori animali che stavano dimostrando, per esprimere i loro sentimenti.

Il tradizionale dibattito sui casi di violazione dei diritti umani (art. 135), ha riguardato situazioni in Cecenia, la detenzione di oppositori politici, lo Zimbabwe, la repressione politica e i difensori dei diritti delle donne in Arabia Saudita. Tutte le relazioni e le risoluzioni sono state adottate a larga maggioranza.

La discussione sul futuro dell'Europa con Giuseppe Conte è stata benvenuta e interessante, anche se ci sono state alcune differenze secondarie con alcuni dei partecipanti al dibattito.

Come di consueto, le mostre presentate in questa sessione hanno riguardato molti aspetti delle attività dell'Unione. Ad esempio, la protezione civile ha dato l'esempio dei vigili del fuoco polacchi che si sono recati in aiuto agli svedesi durante gli incendi mortali dell'estate scorsa, con una galleria fotografica installata presso il WIC. Una grande manifestazione di solidarietà accolta e riconosciuta!

Questa mostra, sotto l'egida del gruppo dei Conservatori europei per la riforma dell'ECR, ha sostenuto la discussione sul meccanismo europeo di protezione civile.

La mostra prodotta dall'Archivio storico del Parlamento europeo e dalla DG per la ricerca parlamentare ha presentato una raccolta di manifesti istituzionali tra il 1979 e il 2014 per celebrare il 40° anniversario delle elezioni europee. Infatti, sebbene previsto nei testi originali del 1948, il processo di istituzione delle elezioni europee a suffragio universale ha preso forma nel 1979. Una bella vittoria per gli europei nel cuore della geografia dell'Unione per lo sviluppo di una coscienza europea lontana dall'oscurantismo quasi religioso delle nazioni del XX secolo, i cui tristi risultati erano stati osservati!

Una sorprendente mostra ha presentato l'organizzazione del Campionato Mondiale di Tosatura della Pecora, per la prima volta in Francia, luglio 2019, con 30 paesi partecipanti, 375 atleti, 5000 pecore. Quasi 30.000 visitatori potranno ammirare i successi di questi appassionati e scoprire alcuni aspetti impressionanti dell'industria ovina!

Infine, un sublime concerto pianistico pieno di emozioni e vita ci è stato offerto dalla pianista Marijan Duzel e dal deputato del PPE Ivica Tolic nell'ambito del programma Creative Europe, in termini di film europeo, sostegno culturale e settori creativi come la musica.

Un vero e proprio evento di portata europea nello spirito dei nostri fondatori, che partecipa e mostra cosa significa Europa. A questo proposito, il viaggio di Marijan Duzel è un buon esempio di questo significato, Erasmus, Spalato, Zagabria, Vienna, Lubiana, Bruxelles, Strasbourg..... Il programma del concerto mette in evidenza anche questa ricchezza e varietà con brillanti esecuzioni di opere dei compositori Beethoven, Schumann, Kempf, Bartók e Liszt. Tutta la ricchezza della nostra civiltà armoniosa presentata e sentita dagli attori e dagli ascoltatori di questo concerto d'eccellenza.

Complimenti anche all'ottima qualità dell'organizzazione di questo incontro Ivona Lukac e al team del vice europeo Ivica Tolic, che ha anche salutato gli applausi rivolti al pianista.

La Confederazione europea delle industrie cartarie CETI ha presentato i risultati positivi ottenuti in vari Stati membri in materia di lavorazione del legno e della carta in un contesto di basso consumo di carbonio. I 21 progetti promuovono il Made in Europe, l'efficienza delle risorse, la sostenibilità, il tasso di riciclaggio e il basso consumo di CO2. Le sedi di questi progetti sostenuti dall'Europa mostrano una grande diversità geografica: 18 Em (17+1), 500 aziende che vanno dalle PMI alle multinazionali, nei paesi: Regno Unito, Svezia, Spagna, Polonia, Olanda, Italia, Francia, Finlandia, Repubblica Ceca, Germania, Belgio, Austria...

Infatti, il progetto Reinvest 2050 è un impegno dell'industria delle fibre forestali e della carta per dimostrare come l'industria si sta assumendo la responsabilità attiva di ridurre le proprie emissioni di carbonio, pur svolgendo un ruolo di primo piano nel fornire alternative biologiche ai prodotti ad alta intensità di carbonio. Si tratta senza dubbio di una direzione futura per il progresso dell'industria europea.

Durante la sessione sono stati organizzati numerosi eventi collaterali, come ad esempio la conferenza: "70 dopo la Dichiarazione Universale dei Diritti Umani, libertà di religione per i cristiani? "o la consueta riunione dell'Intergruppo sul benessere degli animali.

Questa breve sintesi delle attività della settimana plenaria del Parlamento europeo dimostra la ricchezza della diversità multifattoriale delle nostre istituzioni europee.

Buona prosecuzione, ma con un ritorno alla dimensione umana nella prospettiva dei prossimi mandati europei.

Session du Parlement européen de février 2019,

Dans le contexte de l’Europe créative, un concert de piano exceptionnel et des expositions de qualité sur la durabilité, l’anniversaire des 40 ans des élections européennes, l’aide civile européenne ou le championnat mondial de la tonte des moutons montrent la créativité le dynamisme et la diversité des européens au cœur des discussions et des travaux de l’Assemblée dans l’hémicycle.

Des sujets traités par les députés européens, comme le programme de l’Union, dans la lutte contre la fraude, la mise en œuvre de la coopération renforcée, le contrôle politique du Parlement sur la Commission, le droit de manifester publiquement et l’usage proportionné de la force, le mécanisme européen de la protection civile, la compatibilité des pesticides avec le développement durable, ou la directive relative aux soins transfrontaliers, et des conditions de la réutilisation de l’eau, suivis d’un débat avec le Premier Ministre Italien Guiseppe Conte sur l’avenir de l’Europe, contribuent à montrer l’intérêt de l’Europe Unie et diverse quant aux thèmes essentiels et sensibles qui animent les interrogations dans les pays membres ou dans la société civile.

Des accords commerciaux entre l’UE et Singapour ou des questions sensibles du recul des droits de la femme ou des stratégies pour améliorer le combat contre le cancer ont été débattus, puis une réflexion plus approfondie concernant « Une Europe durable à l’horizon 2030 », discutée après la déclaration de la Commission suivi par le débat sur les Fonds de développement, régionaux, sociaux, maritime, sont autant de dossiers qui œuvrent pour l’intérêt de l’Union dans les projets à long terme, régionaux , transversaux ou multilatéraux , au service des états, des régions, des entreprises et des citoyens. Le débat d’actualité (art 153bis règlement intérieur), relatif à « une fiscalité équitable pour une société juste », prolongeant la discussion dans la dimension du pilier social et de la justice.

La protection des animaux pendant leur transport et le développement de l’Union douanière étaient également au programme de cette semaine, dans la continuité de la mise en œuvre de plus longue date. L’on aura remarqué à la sortie de la session dans la cour intérieure, les défenseurs des animaux qui manifestaient, pour exprimer leur sentiment.

Le traditionnel débat au sujet des cas de violation des droits de l’Homme (art. 135), a traité de situations en Tchétchénie, emprisonnement d’opposant politique, au Zimbabwe, répression politique, et des défenseurs des droits des femmes en Arabie Saoudite. Tous les rapports et résolutions ont été votés avec une large majorité.

La discussion sur l’avenir de l’Europe avec Giuseppe Conte, était bienvenue et intéressante, même si l’on pouvait constater quelques décalages secondaires avec les participants au débat.

Comme d’habitude, les expositions présentées lors de cette session couvraient de multiples aspects des activités de l’Union. Ainsi, la protection civile a donné l’exemple des pompiers polonais qui sont allés aider les suédois durant les incendies meurtriers de l’été dernier, avec une galerie de photos installée au WIC. Bel élan de solidarité accueilli et reconnu! Cette exposition sous les auspices du groupe des conservateurs réformateurs européens ECR, soutenait la discussion sur le mécanisme européen de protection civile.

L‘exposition réalisée par les archives historiques du Parlement européen et la DG for Parliamentary Research Service a mis en valeur une collection d’affiches institutionnelles entre 1979 et 2014 pour fêter le 40ème anniversaire de l’élection européenne. En effet, bien que prévu par les textes d’origine en 1948, le trajet de la mise en place de l’élection européenne au suffrage universel a pris un temps certain pour éclore en 1979. Une belle victoire des européens au cœur de la géographie de l’Union pour le développement d’une conscience européenne éloignée de l’obscurantisme quasi religieux des nations du XXème siècle, dont on avait constaté les tristes résultats !

Une surprenante exposition présentait l’organisation du championnat du monde de tonte des moutons, pour la première fois en France, juillet 2019, avec 30 pays participants, 375 athlètes, 5000 moutons. Enfin un sublime concert de piano rempli d’émotion et de vie nous était offert par le pianiste Marijan Duzel et le député PPE Ivica Tolic dans le cadre du programme Creative Europe, s’agissant du support européen cinématographique, culturel et secteurs créatifs comme la musique.

Un véritable événement d'envergure européenne dans l'esprit de nos fondateurs, qui participe et montre ce que signifie l'Europe. A cet égard, le parcours de Marijan Duzel en est un bon exemple, Erasmus, Split, Zagreb, Vienne, Ljubljana, Bruxelles.... Le programme du concert met également en valeur cette richesse et cette variété avec de brillantes interprétations des œuvres des compositeurs Beethoven, Schumann, Kempf, Bartók et Liszt. Toute une richesse de notre civilisation harmonieuse présentée et ressentie par les acteurs et auditeurs de ce concert d'excellence.

Félicitations également à l'excellente qualité de l'organisation de cette rencontre Ivona Lukac et l'équipe du député européen Ivica Tolic, que les applaudissements adressés au pianiste ont également salué.

La Confédération européenne des Industries du Papier CETI présentait des réalisations réussies dans divers états membres sur la transformation du bois et du papier dans le contexte d’une consommation basse de carbone. Les 21 projets promeuvent le Made in Europe, l’efficacité des ressources, leur durabilité, le taux de recyclage et la faible consommation en Co2. Les localisations de ces projets supportés par l’Europe montrent une diversité géographique d’envergure : 18 EM (17+1), 500 entreprises allant des PME jusqu’au multinationales, dans les pays : R.U., Suède, Espagne Pologne, Hollande, Italie, France, Finlande, République Tchèque, Allemagne, Belgique, Autriche…

De fait, le projet Reinvest 2050 est un engagement de l'industrie de la fibre forestière et du papier à démontrer comment l'industrie prend ses responsabilités actives dans la réduction de ses émissions de carbone, tout en jouant un rôle de premier plan dans la fourniture d'alternatives biologiques aux produits plus intensifs en carbone. Il s’agit là sans conteste d’une orientation future de progrès de l’industrie européenne.

Un certain nombre d'événements parallèles ont été organisés pendant la session, comme par exemple la conférence : «70 après la Déclaration universelle des droits de l'homme, la liberté de religion pour les chrétiens ? », ou la réunion habituelle de l'Intergroupe sur le bien-être animal,

Ce résumé rapide des activités de la semaine plénière au Parlement Européen montre la richesse de la diversité multifactorielle de nos Institutions européennes.

Bonne continuation, avec cependant un retour sur l’humain dans la perspective des prochains mandats européens.

Recent developments proved that Europe can suceed to overcome challenges by aiming at great objectives, and this is needed also in 2009, said EU chairman, French President Nicolas Sarkozy.

    - "It's in the name of Great Ideas, Projects, Ambition and Ideals, that EU can overcome" challenges, stressed Sarkozy at EU Parliament in Strasbourg, in conclusion of a dense 7 months EU Chairmanship. "It's even easier for Europe to have Great projects, able to overcome national egoism, instead of limiting itself only to small projects" (unable to do alike), he observed.     

- "Europe must remain Ambitious and understand that the World needs her to take Decisions". "The World needs a Strong Europe", which "thinks on its own, has convictions, its own responses, its imagination" : "A Europe which does not limit itself into following" others, (as it did in the Past, when it followed USA, f.ex. on Bosnia). On the contrary, "Europe should undertake its own responsibilities", he said, after a series of succes in stopping the War between Russia and Georgia, and organizing the 1st EuroZone's Summit in Paris, which incited the Washington DC G-20 Summit to extend similar decisions World-wide.  


    - "When you sweep it all under the carpet, prepare yourself for hard tomorrows", he warned. "What hinders decisions is the lack of Courage and Will, the fading away of Ideals", he stressed before EU Parliament's 2008 debate on Human Rights and Sakharov prize on Freedom of thought attributed by MEPs to Chinese cyber-dissident Hu Jia, followed by an EU - Turkey meeting on Friday.

    - "I don't abandon my convictions" and "I will take initiatives" on EU level also in 2009, Sarkozy announced later. "France will not stop having convictions and taking initiatives" on Europe. + "It's an Error to wish to pass over the Heads of those who are elected in their Countries" : "It's an integrism I always fought against"', he warned.

French EU Presidency faced 4 unexpected Crisis :

- An institutional crisis, with the Irish "No" to EU Lisbon Treaty, just before it started. A geopolitical crisis, wth the threat of War between Russia and Georgia risking to throw Europe back to Cold-war divisions, on August. A World-wide Financial and Economic crisis, arriving at a bad moment before crucial 2009 EU elections. And even a Strasbourg's mini-crisis, with EU Parliament's roof curiously falling down, from unknown reasons, in a brand new building on August, provoking an unprecedented transfert of the 2 September Plenary Sessions...

But it wasn't enough to stop Sarkozy ! On the contrary, it stimulated him...

- "The better way to deal with the recent problems of EU institutions (as the "3 NO" by France, the Netherlands and Ireland) is to take them as a "Test" in order to find solutions closer to Citizens' concerns", said later in Strasbourg Sarkozy's new choice as Ministe for EU affairs, Bruno Le Maire.

- On the Institutional front, Sarkozy gave Time to the Irish to think about it, and stroke on December a deal including a New Referendum after the June 2009 EU Elections, in exchange of a promise to keep the rule of "one EU Commissioner for each EU Member Country", and some opt-outs on Defence and Fiscal EU policies, Abortion, etc. If the Irish get a "Yes" Majority, then the institutional package could be completed in 2010 or 2011 on the occasion of Croatia's probable EU accession.

He was accused in Strasbourg to upgrade EU Council and downgrade EU Commision, but he replied that "strong Political initiatives by EU Council reinforce also the more technical role of EU Commission, under the political-technical leadership of its President", all 3 "working together with EU Parliament".


- But, meanwhile, Sarkozy energetically spearheaded an Historic 1st Summit of EuroZone's 15 Heads of State and Government at EU's core, exceptionally enlarged to a partial participation of British Prime Minister Gordon Brown, on October 12 in Paris' Elysee palace, which started to tackle succesfully the growing world Financial crisis.

    It also paved the way for its endorsement by a subsequent Brussels' 27 EU Member States' gathering, before it all come to Washington's G-20 Summit. And "Europe was united, it asked for the 1st G-20 Summit, and it will also organise the next G-20 Summit on April in London", he observed.   

 But a Conference with EU, Russia, African and other Developing Countries, hosted in Strasbourg shortly after Washington G-20 Summit by the French EU Presidency, took a Resolution asking to enlarge participation to Global Economic Governance. Many found, indeed, illogic and unacceptable that f.ex. states as Turkey were given a seat at G-20 level, while all African Countries, and even the African Union itself, representing the greatest Continent on Earth, were excluded...


    Meanwhile, even USA''s "Paulson No 3" Plan, was, in fact, inspired by Europe's No 1 Plan", Sarkozy observed, largelly applauded by MEPs.

    And "Europe showed Solidarity" by mobilizing some 22 Billion credit for Hungary, 1,7 billion for Ukraine, as we do nowadays for Baltic States, etc., he added.

    The move on Economy was extended on December by an EU stimulus' plan totalling some 200 billion Euros, including 5 Billions released by EU Commission for big Projects, as well as various parallel National plans for Economic revival, (fex. 26 billions in France alone). They might appear limited, compared to USA President-elect Obama's reported plan to boost the American economy with 800 billion $, but at least succeded to overcome Europe's divisions for the first time on Economic governance, opening new horizons.

- The French President stressed even harder the unique role of an active EU Council's chairmanship, when he moved swiftly and efficiently, at the beginning of August, to succesfully stop War between Russia and Georgia, at the last minute, which threatened to bring Europe back to Cold War division.

"We (EU) also wanted to avoid a situation like in Bosnia, in the Past, when EU was absent, so that our American friends took their responsibilitues, and EU only followed", despite the fact that the conflict took place in Europe. Now, it was the EU who took its responsibilities".

A roadmap towards a new PanEuropean Security policy, before which all unilateral moves to place new Missiles (from USA or Russia) would be freezed, was proposed by Sarkozy after a meeting with Russian president Medvedev, at the eve of Washington DC's G-20 Summit.

Ukraine's "European" character was stressed at a Sarkozy - Jushenko Summit, September in Paris, while EU adopted on December an "Eastern policy", in which, "I'm convinced that our (EU's) future is to find with our Neighbours the conditions for Economic Development. Peace and Security, by explaining them that.. they must respect (Human Rights') Values, and adopt behaviors different from the Past", explained Sarkozy in Strasbourg.

Meanwhile, the "Union for the Mediterranean" was created, since July's Summit if 45 Heads of State and Government in Paris, as "an organisation for a permanent Dialogue, that we need", mainly in order to tackle the Israeli-Palestinian conflict, by bringing together, for the 1st time, Israelis and Arabs, where "Europe must be present, in order to avoid a frontal clash".

- "If Europe doesn't take its part for Peace in the Middle-East, nobody else will do that in our place", Sarkozy stressed.

    Meanwhile, other EU Agreements were brokered during the French EU Presidency on Immigration, (fex. common Asylum rules, etc), and Climat- Energy :

    - On Climat-Energy, the 2007 German EU Presidency had fixed a triple 20% aim for 2020 (20% renewable Energies, 20% reduction of CO2 emmission, 20% energy efficience/economies), and the 2008 French EU Presidecny realized that, making the necessary compromises in order to modernize EU's industry, but without throwing some former Central-Eastern European Countries into abrupt Economic break down risking "social explosion".

    - Defence-Security EU policy was mainly postponed for April 2009, since both German chancellor Merkel and French president Sarkozy want to strike a deal with the new American president Obama in Strasbourg's NATO Summit.

    However, with all these 4 unexpected Crisis diverting attention to other urgencies, People wil wonder now, what happened to the famous deal proposed by freshly-elected French President Sarkozy on Turkey's controversial EU bid, back on August 2007, to continue EU - Turkey negotiations, but on the double condition that core chapters, intrinsequally linked with EU Membership, will be excluded, and that a collective Reflexion and Debate on Europe's future would start before the end of 2008.

    It was meant to reply to the crucial question : What kind of Europe do we want in 10 or 20 Years from now : A large Market, or a Political Europe, with a popular identity ? In Sarkozy's thinking, presented in his 2 landmark speeches on Europe in Strasbourg, shortly before and after the 2007 Elections, (on February and July 2007), Turkey's controversial EU bid would be incompatible with the second choice.

    It's true that EU Commision's Chairman, Jose Barroso, (who had notoriously declared, as former Portuguese Prime Minister, that he found "nonsense" the idea that Europe might become equal to the US), had repeatedly tried to avoid that Sarkozy's criticism on Turkey might start winning a larger audience in Europe, preferring a discrete "wismens' committee" work. And that most of the personalities later chosen in order to participate in a Committee on Europe's Future, are too much linked with Socialist parties and/or American policies, to be really critical of USA's notorious wish to impose Turkey to the EU, as Sarkozy had noted himself since March 2007..

     - "It's on EU Council's presidency to take political initiatives. EU Commission has other competences", stressed Sarkozy. The "European Ideal" is to "build Europe with the States, not against them". "Ask Europeans to chose between their countries and Europe won't work. You don't choose between your two parents : We must add them together".

    "France and Germany have an Historic Duty to work together, precisely because of what happened to the Past. We have to work hand by hand. We cannot be separated.It goes beyond me and Mrs Merkel today, Mr Schroeder and Mr. Chirac yesterday. It's not a choice, it's a duty to Europe and to the World".  "We need Germany, as Germany needs Europe". Compromise is inevitable, here as everywhere, and each one made some steps towards eachother's positions.

    But "it's true that Mrs Merkel didn't chose her Socialist partners, while I chose mine", Sarkozy said, in an indirect hint that the Socialist Minister of Finance in Germany might be a cause of minor past disagreements in Economy, which were overcome in recent negotiations.

    "We (France and Germany) have particular duties in Europe", but "in a Europe of 27 Member States, it's not enough for France and Germany to agree between them.

    "I always thought that Great Britain has a special role to play in Europe. ... Now, everybody "saw what it cost payed the UK for having been too exclusively open towards the US (and) Financial services. Europe needs the UK, but also the UK needs Europe" :- "We were able to face the hardest moment of the Financial crisis because the UK clearly chose Europe", stressed Sarkozy, reminding Gordon Brown's exceptional participation to the Historic 1st Heads of State/Government Summit of EuroZone, October 12 in Paris (See EuroFora's Reportage from Elysee Palace then).

     - "Some look at Europe with old glasses aged 30 years ago. While we must look at her in relation to what it will be in 30 years" in the Future, Sarkozy concluded.

2009 EU Elections were won by Parties against Technocracy and Turkey's controversial EU bid, while the 1999-2004 Majority Abstention trend decelerated. What should be done in 2009-2014 ?
