Second to last session, atmosphere of end of European mandate

During this penultimate session, parliamentary dynamics triggered many discussions and votes, particularly with regard to the 2017 discharges, a long list of more than 50 reports covering all the Union's activities....

 Extensive, disputed, interesting and serious debates on some topical or recurrent themes, such as financial crime, tax evasion and avoidance or the fight against corruption, copyright in the digital single market, European regional development funds and cohesion funds, the internal electricity market or the international situation, with the conclusions of the last European summit of the 21-22 March mandate, provided the space for well-fuelled parliamentary discussions in plenary. The sessions were attended by a large audience.

The joint discussion on the mobility measurement train, bringing together several reports detailing the control and rules for the secondment of drivers, maximum driving times, daily breaks and weekly rest periods or location by means of tachographs, as well as adaptations to developments in road transport, proved to be intense and highly disputed between the way of seeing small or large European countries and the interests of one or the other, or even geographical positioning. In view of the astronomical number of amendments tabled: 1224, the reports saw the reference to the Transport Committee by President Antonio Tajani, who used Rule 175, allowing reference to the committee, in an attempt to reduce the text with a view to holding any votes at the closing session next April. With this subtle approach, the President of the European Parliament is proposing a solution to enable the plenary to vote under better conditions. However, it would not be surprising given the weight of this issue, if it were to be postponed for the next parliamentary term.

The report on reducing the environmental impact of certain plastic products presented an overview of the current situation, with proposals to try to correct these deviations, even if the Member States of the European Union are not the main polluters on the planet... Nevertheless, it is regrettable that there is almost no observation and criticism of human responsibility or of the research on the education of the population:  Indeed, plastic waste does not arrive by chance on land and sea... This aspect seems not to have been identified and discussed by MEPs.

Another topical topic was the discussion on fertilizers marked in the EU, which saw a passionate talk taking into account many parameters related to this sensitive topic. Between the high economic stakes and public health issues, MPs are trying to find a careful balance to address the issues and guide our model of society towards sustainable progress.

With regard to the implementation of the 2021-2027 program "Creative Europe", a broad consensus emerged among most political groups to defend this major project covering culture, heritage and music.

In the meantime, MEPs also met with broad convergence on their demand to support the Erasmus program by tripling the budget rather than doubling it as proposed by the Commission. MEPs' arguments have proved to be relevant, not only to defend the interests of students, but also with a view to extending this flagship program of the Union to other categories, such as learners, adults and people with disabilities. Some additional proposals for support through the use of social cohesion funds for the least favoured, the objective being to help ensure accessibility for all to education and instruction law. We see here a meeting point between the first pillar covering the right to education and the third social pillar of the European architecture.

To conclude the debates, on Thursday morning, the discussion on the establishment of a framework to promote sustainable investment saw the emergence of key issues such as the definition of sustainable investment objectives; what is sustainable, what is not, caution also in the face of greenwashing, the call for private investment and the establishment of standards by the Union that would serve as an example at international level. Vast hope and program!      

In the run-up to the European elections, many delegations and young people visited the European Parliament at the invitation of Members of Parliament who are preparing their election campaigns, bringing additional dynamism to the internal organization of the sessions.

Some musical atmospheres proposed by the Slovaks in picturesque and traditional costumes, as well as brass or string instruments used with virtuosity by the peaceful demonstrators outside brought an original and pleasant musical artistic touch to this session.

As is often the case, exhibitions have enriched parliamentary work.  "Our Blue Universe" highlights the beautiful paintings created by young Slovak artists diagnosed with autism. Through their works, these artists open up their perception of the world to us through their particular perspective. Real creative and qualitative, original pieces containing a certain symbolism. This magnificent exhibition is hosted in the flower carpet area, sponsored by MP Jana Zitnanska of the ECR group. Through this presentation, we understand that art therapy is an extraordinary way for people to express themselves and a way of interactive communication through the visualization of artistic creation, shapes and colours. Congratulations!

This is in line with the concerns of Europeans regarding public health objectives, care, support and healing, through the awareness of these complex realities.

MEP Jozsef Nagi, EPP group, organized the exhibition which shows some achievements in member states of multiple language transcriptions. An interesting illustration of point No. 74 of European Parliament resolution 2018/2036, in the Colombo area, where we find examples of the implementation in the states of the visual representation of regional or minority languages that reflect the multilinguistic dimension of the Union and the minimum standards for minorities in the European Union.

Here again, this exhibition touches on essential aspects of the European Treaties, with regard to the multi-ethnic and linguistic composition of our citizens, the existence and expression with material support.

Probably to whet our appetite, as World Cheese Day approached, our Italian friends presented an exhibition of paintings entitled "The cheese capital" a little further away in the main hall area, hosted by ENF MP Angelo Ciocca, This presentation shows Bergamo cheeses.

A historical reminder organised by MP Nikos Androulakis of the S&D group during the first part-session from 11 to 14 March, with the presentation entitled "Lamprakis file". This exhibition showed a series of documents on the life of Greek MP Grigóris Lambrákis. The assassination of the MP in Thessaloniki in May 1963 indirectly led to the 1967 coup d'état that established the colonels' dictatorship. Written following the murder of the Greek MP, Vassilis Vassilikos' novel "Z" inspired the 1969 film "Z", directed by Costa Gavras. The documents presented were classified as "top secret" until 2016.

Beautiful floral arrangements could be admired here and there, particularly at the Strasbourg stand, but especially in the immediate perimeter of the European Parliament buildings: well sheltered from the wind, from the inside, through the transparency of the large bay windows, one could admire the trees swept by the wind, covered with their spring ornament offering sumptuous atmospheres of pastel lights, irradiated by a powerful sun along the Ill river. The energy of life and spring colors!

Vorletzte Sitzung, Atmosphäre des Endes des europäischen Mandats

Während dieser vorletzten Sitzung löste die parlamentarische Dynamik viele Diskussionen und Abstimmungen aus, insbesondere im Hinblick auf die Entlastung 2017, eine lange Liste von mehr als 50 Berichten über alle Tätigkeiten der Union.......

 Umfangreiche, umstrittene, interessante und ernsthafte Debatten über einige aktuelle oder wiederkehrende Themen wie Finanzkriminalität, Steuerhinterziehung und -vermeidung oder Korruptionsbekämpfung, Urheberrecht im digitalen Binnenmarkt, Europäische Fonds für regionale Entwicklung und Kohäsionsfonds, Elektrizitätsbinnenmarkt oder internationale Situation mit den Schlussfolgerungen des letzten europäischen Gipfels des Mandats vom 21. bis 22. März boten den Rahmen für gut geführte parlamentarische Diskussionen im Plenum. Die Sitzungen wurden von einem großen Publikum besucht.

Die gemeinsame Diskussion über den Mobilitätsmesszug, in dem mehrere Berichte über die Kontrolle und die Regeln für die Entsendung von Fahrern, die Höchstlenkzeiten, die täglichen Pausen und die wöchentlichen Ruhezeiten oder den Standort mittels Fahrtenschreiber sowie die Anpassungen an die Entwicklungen im Straßenverkehr zusammengefasst sind, erwies sich als intensiv und umstritten zwischen der Sichtweise auf kleine oder große europäische Länder und den Interessen des einen oder anderen oder gar der geografischen Positionierung. Angesichts der astronomischen Zahl der eingereichten Änderungsanträge: 1224 wurde in den Berichten auf den Verkehrsausschuss Bezug genommen, und zwar von Präsident Antonio Tajani, der auf Artikel 175 GO zurückgreift und auf den Ausschuss verweist, um den Text zu kürzen und auf der Abschlusssitzung im April nächsten Jahres abzustimmen. Mit diesem subtilen Ansatz schlägt der Präsident des Europäischen Parlaments eine Lösung vor, die es dem Plenum ermöglicht, unter besseren Bedingungen abzustimmen. Angesichts des Gewichts dieses Themas wäre es jedoch nicht verwunderlich, wenn es auf die nächste Legislaturperiode verschoben würde

Der Bericht über die Verringerung der Umweltauswirkungen bestimmter Kunststofferzeugnisse gab einen Überblick über die derzeitige Situation mit Vorschlägen zur Korrektur dieser Abweichungen, auch wenn die Mitgliedstaaten der Europäischen Union nicht die Hauptverursacher auf der Welt sind.... Dennoch ist es bedauerlich, dass es fast keine Beobachtung und Kritik an der menschlichen Verantwortung oder der Forschung zur Bildung der Bevölkerung gibt:  Tatsächlich kommen Kunststoffabfälle nicht zufällig zu Lande und zu Wasser an.... Dieser Aspekt scheint von den Abgeordneten nicht identifiziert und diskutiert worden zu sein.

Ein weiteres aktuelles Thema war die Diskussion über markierte Düngemittel in der EU, in der ein leidenschaftlicher Vortrag unter Berücksichtigung vieler Parameter zu diesem sensiblen Thema stattfand. Zwischen dem hohen wirtschaftlichen Risiko und Fragen der öffentlichen Gesundheit versuchen die Abgeordneten, ein ausgewogenes Verhältnis zu finden, um die Probleme anzugehen und unser Gesellschaftsmodell auf einen nachhaltigen Fortschritt auszurichten.

Im Hinblick auf die Umsetzung des Programms "Kreatives Europa" für den Zeitraum 2021-2027 bestand bei den meisten politischen Gruppen ein breiter Konsens zur Verteidigung dieses Großprojekts aus den Bereichen Kultur, Kulturerbe und Musik.

In der Zwischenzeit sind die Abgeordneten auch mit ihrer Forderung nach Unterstützung des Erasmus-Programms weitgehend einverstanden, indem sie den Haushalt verdreifachen und nicht wie von der Kommission vorgeschlagen verdoppeln. Die Argumente der Abgeordneten haben sich als relevant erwiesen, nicht nur zur Verteidigung der Interessen der Studenten, sondern auch im Hinblick auf die Ausweitung dieses Leitprogramms der Union auf andere Kategorien wie Lernende, Erwachsene und Menschen mit Behinderungen. Einige zusätzliche Vorschläge zur Unterstützung durch die Verwendung von Mitteln des sozialen Zusammenhalts für die am stärksten benachteiligten Bevölkerungsgruppen, mit dem Ziel, dazu beizutragen, dass alle Zugang zum Bildungs- und Ausbildungsrecht haben. Wir sehen hier einen Treffpunkt zwischen der ersten Säule, die das Recht auf Bildung abdeckt, und der dritten sozialen Säule der europäischen Architektur.

Zum Abschluss der Debatten wurden am Donnerstagmorgen bei der Diskussion über die Schaffung eines Rahmens zur Förderung nachhaltiger Investitionen Schlüsselfragen aufgeworfen, wie die Festlegung von Zielen für nachhaltige Investitionen; was nachhaltig ist, was nicht, Vorsicht auch angesichts des Greenwashings, der Forderung nach privaten Investitionen und der Festlegung von Standards durch die Union, die auf internationaler Ebene als Beispiel dienen sollen. Große Hoffnung und Programm!      

Im Vorfeld der Europawahlen besuchten zahlreiche Delegationen und junge Menschen das Europäische Parlament auf Einladung von Abgeordneten, die ihre Wahlkämpfe vorbereiten, was der internen Organisation der Sitzungen zusätzliche Dynamik verleiht.

Einige musikalische Atmosphären, die von den Slowaken in malerischen und traditionellen Kostümen vorgeschlagen wurden, sowie Blech- oder Streichinstrumente, die von den friedlichen Demonstranten im Freien virtuos eingesetzt wurden, brachten eine originelle und angenehme musikalische künstlerische Note in diese Sitzung.  

Wie so oft haben Ausstellungen die parlamentarische Arbeit bereichert.  "Our Blue Universe" hebt die schönen Gemälde junger slowakischer Künstler hervor, bei denen Autismus diagnostiziert wurde. Durch ihre Arbeiten öffnen uns diese Künstler ihre Wahrnehmung der Welt durch ihre besondere Perspektive. Echte kreative und qualitative, originelle Stücke mit einer gewissen Symbolik. Diese großartige Ausstellung findet im Bereich des Blumenteppichs statt, gesponsert von der Abgeordneten Jana Zitnanska von der ECR-Gruppe. Durch diese Präsentation verstehen wir, dass die Kunsttherapie eine außergewöhnliche Möglichkeit für Menschen ist, sich auszudrücken und eine Möglichkeit der interaktiven Kommunikation durch die Visualisierung von künstlerischem Schaffen, Formen und Farben. Herzlichen Glückwunsch!

Dies steht im Einklang mit den Anliegen der Europäer in Bezug auf die Ziele der öffentlichen Gesundheit, die Pflege, Unterstützung und Heilung durch das Bewusstsein für diese komplexen Gegebenheiten.

Der Europaabgeordnete Jozsef Nagi, EVP-Fraktion, organisierte die Ausstellung, die einige Erfolge in den Mitgliedstaaten bei der Transkription mehrerer Sprachen zeigt. Eine interessante Veranschaulichung von Punkt 74 der Resolution 2018/2036 des Europäischen Parlaments im Raum Colombo, wo wir Beispiele für die Umsetzung der visuellen Darstellung von Regional- oder Minderheitensprachen in den Staaten finden, die die multilinguistische Dimension der Union und die Mindeststandards für Minderheiten in der Europäischen Union widerspiegeln.

Auch hier geht es um wesentliche Aspekte der europäischen Verträge, um die multiethnische und sprachliche Zusammensetzung unserer Bürger, um die Existenz und den Ausdruck mit materieller Unterstützung.

Möglicherweise, um unseren Appetit anzuregen, als der Weltkäsetag näher rückte, präsentierten unsere italienischen Freunde eine Ausstellung von Gemälden mit dem Titel "The cheese capital" etwas weiter weg im Hauptraum, die vom ENF-Abgeordneten Angelo Ciocca veranstaltet wurde und Bergamo-Käse zeigte.

Eine historische Erinnerung, die von dem Abgeordneten Nikos Androulakis der S&D-Fraktion während der ersten Tagung vom 11. bis 14. März mit der Präsentation "Lamprakis-Datei" organisiert wurde. Diese Ausstellung zeigte eine Reihe von Dokumenten über das Leben des griechischen Abgeordneten Grigóris Lambrákis. Die Ermordung des Abgeordneten in Thessaloniki im Mai 1963 führte indirekt zum Staatsstreich von 1967, der die Diktatur der Colonels begründete. Der Roman "Z" von Vassilis Vassilikos, der nach der Ermordung des griechischen Abgeordneten geschrieben wurde, inspirierte den 1969 entstandenen Film "Z" unter der Regie von Costa Gavras. Die vorgelegten Dokumente wurden bis 2016 als "streng geheim" eingestuft

Schöne Blumenarrangements waren hier und da zu bewundern, vor allem am Straßburger Stand, aber vor allem am unmittelbaren Rand der Gebäude des Europäischen Parlaments: Gut geschützt vor dem Wind, von innen heraus, durch die Transparenz der großen Erker, konnte man die vom Wind geschwungenen Bäume bewundern, die mit ihrem Frühlingsornament bedeckt sind, das üppige Atmosphären von Pastelllichtern bietet, die von einer starken Sonne entlang des Flusses Ill bestrahlt werden. Die Lebensenergie und die Frühlingsfarben!

Seconda all'ultima sessione, atmosfera di fine mandato europeo

Durante questa penultima sessione, le dinamiche parlamentari hanno innescato molte discussioni e votazioni, in particolare per quanto riguarda i discarichi del 2017, un lungo elenco di oltre 50 relazioni che coprono tutte le attività dell'Unione........

 Ampie, controverse, interessanti e serie discussioni su alcuni temi di attualità o ricorrenti, come la criminalità finanziaria, l'evasione e l'elusione fiscale o la lotta alla corruzione, il diritto d'autore nel mercato unico digitale, i fondi europei di sviluppo regionale e di coesione, il mercato interno dell'elettricità o la situazione internazionale, con le conclusioni dell'ultimo vertice europeo del mandato del 21-22 marzo, hanno fornito lo spazio per discussioni parlamentari ben alimentate in plenaria. Alle sessioni ha partecipato un folto pubblico.

La discussione congiunta sulla misurazione della mobilità dei treni, che ha riunito diverse relazioni che illustrano in dettaglio il controllo e le regole per il distacco dei macchinisti, i tempi massimi di guida, le interruzioni giornaliere e i periodi di riposo settimanale o la localizzazione tramite tachigrafo, nonché gli adeguamenti all'evoluzione del trasporto stradale, si è rivelata intensa e molto controversa tra il modo di vedere i piccoli o grandi paesi europei e gli interessi dell'uno o dell'altro, o addirittura la posizione geografica. Visto il numero astronomico di emendamenti presentati: 1224, le relazioni vedono il riferimento alla commissione per i trasporti del Presidente Antonio Tajani, che si è avvalso dell'articolo 175 del regolamento, che consente il riferimento alla commissione, nel tentativo di ridurre il testo in vista delle votazioni nella sessione di chiusura del prossimo aprile. Con questo approccio sottile, il Presidente del Parlamento europeo propone una soluzione per consentire alla plenaria di votare in condizioni migliori.

uttavia, non sarebbe sorprendente, dato il peso della questione, se fosse rinviata per la prossima legislatura.

La relazione sulla riduzione dell'impatto ambientale di alcuni prodotti in plastica ha presentato una panoramica della situazione attuale, con proposte per cercare di correggere queste deviazioni, anche se gli Stati membri dell'Unione europea non sono i principali inquinatori del pianeta..... Tuttavia, è deplorevole che non vi sia quasi nessuna osservazione e critica della responsabilità umana o della ricerca sull'educazione della popolazione:  Infatti, i rifiuti di plastica non arrivano per caso sulla terraferma e in mare..... Questo aspetto non sembra essere stato identificato e discusso dai deputati europei.

Un altro argomento di attualità è stata la discussione sui fertilizzanti etichettati nell'UE, che ha visto una discussione appassionata che ha tenuto conto di molti parametri relativi a questa delicata questione. Tra gli elevati interessi economici e le questioni di salute pubblica, i parlamentari stanno cercando di trovare un attento equilibrio per affrontare i problemi e guidare il nostro modello di società verso un progresso sostenibile.

Per quanto riguarda l'attuazione del programma 2021-2027 "Europa creativa", è emerso un ampio consenso tra la maggior parte dei gruppi politici per difendere questo grande progetto che riguarda la cultura, il patrimonio e la musica.

Nel frattempo, i deputati al Parlamento europeo hanno anche incontrato un'ampia convergenza sulla loro richiesta di sostenere il programma Erasmus triplicando il bilancio anziché raddoppiarlo, come proposto dalla Commissione. Le argomentazioni dei deputati si sono dimostrate pertinenti, non solo per difendere gli interessi degli studenti, ma anche per estendere questo programma faro dell'Unione ad altre categorie, come gli studenti, gli adulti e le persone con disabilità. Alcune proposte aggiuntive di sostegno attraverso l'utilizzo dei fondi di coesione sociale per i meno favoriti, con l'obiettivo di contribuire a garantire l'accessibilità per tutti al diritto dell'istruzione e dell'istruzione. Vediamo qui un punto d'incontro tra il primo pilastro che copre il diritto all'istruzione e il terzo pilastro sociale dell'architettura europea.

A conclusione delle discussioni, giovedì mattina, la discussione sull'istituzione di un quadro per la promozione degli investimenti sostenibili ha visto emergere questioni chiave come la definizione di obiettivi di investimento sostenibile; ciò che è sostenibile, ciò che non lo è, la cautela anche di fronte al greenwashing , la richiesta di investimenti privati e la definizione di standard da parte dell'Unione che fungerebbe da esempio a livello internazionale. Vasta speranza e programma!      

In vista delle elezioni europee, molte delegazioni e giovani hanno visitato il Parlamento europeo su invito dei deputati che stanno preparando le loro campagne elettorali, apportando un ulteriore dinamismo all'organizzazione interna delle sessioni.

Alcune atmosfere musicali proposte dagli slovacchi in costumi pittoreschi e tradizionali, così come gli ottoni o gli strumenti ad arco utilizzati con virtuosismo dai pacifici dimostranti all'esterno hanno portato un originale e piacevole tocco artistico musicale a questa sessione.

Come spesso accade, le mostre hanno arricchito il lavoro parlamentare.  "Il nostro universo blu" mette in evidenza i bellissimi dipinti creati da giovani artisti slovacchi con diagnosi di autismo. Attraverso le loro opere, questi artisti ci aprono la loro percezione del mondo attraverso la loro particolare prospettiva. Veri e propriamente creativi e qualitativi, pezzi originali contenenti un certo simbolismo. Questa magnifica mostra è ospitata nell'area dei tappeti floreali, sponsorizzata dall'onorevole Jana Zitnanska del gruppo ECR. Attraverso questa presentazione, comprendiamo che l'arte terapia è un modo straordinario per le persone di esprimersi e un modo di comunicazione interattiva attraverso la visualizzazione della creazione artistica, delle forme e dei colori. Congratulazioni!

Ciò è in linea con le preoccupazioni degli europei per quanto riguarda gli obiettivi di salute pubblica, l'assistenza, il sostegno e la guarigione, attraverso la consapevolezza di queste complesse realtà.

L'eurodeputato Jozsef Nagi, gruppo PPE, ha organizzato la mostra che mostra alcuni risultati ottenuti negli Stati membri di trascrizioni multilingue. Un'interessante illustrazione del punto 74 della risoluzione 2018/2036 del Parlamento europeo, nella zona di Colombo, dove troviamo esempi dell'attuazione negli Stati della rappresentazione visiva delle lingue regionali o minoritarie che riflettono la dimensione multilinguistica dell'Unione e gli standard minimi per le minoranze nell'Unione europea.

Anche in questo caso, la mostra tocca aspetti essenziali dei Trattati europei, per quanto riguarda la composizione multietnica e linguistica dei nostri cittadini, l'esistenza e l'espressione con sostegno materiale.

Probabilmente  per stuzzicare il nostro appetito, all'approssimarsi della Giornata Mondiale del Formaggio, i nostri amici italiani hanno presentato una mostra di quadri dal titolo "The cheese capital", poco più in là nel salone principale, ospitato dall'onorevole parlamentare Angelo Ciocca, che mostra i formaggi bergamaschi.

Un promemoria storico organizzato dal deputato Nikos Androulakis del gruppo S&D durante la prima tornata dall'11 al 14 marzo, con la presentazione dal titolo "File Lamprakis" Questa mostra ha mostrato una serie di documenti sulla vita del deputato greco Grigóris Lambrákis. L'assassinio del deputato a Salonicco nel maggio 1963 portò indirettamente al colpo di stato del 1967 che stabilì la dittatura dei colonnelli. Belle composizioni floreali potevano essere ammirate qua e là, in particolare allo stand di Strasburgo, ma soprattutto nell'immediato perimetro degli edifici del Parlamento europeo: ben protetti dal vento, dall'interno, attraverso la trasparenza delle grandi vetrate, si potevano ammirare gli alberi spazzati dal vento, coperti dal loro ornamento primaverile che offrivano sontuose atmosfere di luci pastello, irradiati da un potente sole lungo il fiume Ill. L'energia della vita e i colori della primavera!

Avant-dernière session, ambiances de fin de mandat européen

Durant cette avant dernière session, la dynamique parlementaire a enclenché de nombreuses discussions et votes, notamment s’agissant des décharges 2017, une longue liste de plus de 50 rapports couvrant l’ensemble des activités de l’Union….

 Les débats  approfondis, disputés, intéressants et  sérieux sur quelque thèmes  d‘actualité ou récurrents, comme la criminalité financière, la  fraude fiscale  et l’évasion fiscale ou la lutte contre la corruption,  le droit d’auteur au sein du marché unique numérique, les fonds européen de développement régional et les fonds de cohésion, le marché intérieur électrique ou la situation internationale, avec les conclusion du dernier sommet européen de la mandature des 21-22 mars, nourrissaient l’espace de discussions  parlementaire bien animées en plénière. Un nombreux public assistait aux séances.

La discussion commune sur le train de mesure sur la mobilité, rassemblant plusieurs rapports approfondissant le contrôle  et les règles pour le détachement des conducteurs,  les durées maximales  de conduite, les pauses journalières et  repos hebdomadaires  ou la localisation au moyen de tachygraphes, ainsi que  les adaptations aux évolutions du transport routier, s’est révélée intense et  très disputée entre la façon de voir des petits ou des grands pays européens et les intérêts des uns ou des autres, voire le positionnement géographique. Au vu du nombre  astronomique d‘amendements déposés : 1224, les rapports ont vu le renvoi  en Commission de Transport par le président Antonio Tajani qui a utilisé l’art 175, permettant le renvoi en commission, afin d’essayer de réduire le texte en vue de procéder aux votes éventuels  lors de la session de clôture d’avril prochain. Par cette démarche subtile, le Président du Parlement européen propose une solution pour permettre le vote dans de meilleures conditions pour la plénière. Ceci étant il ne serait pas surprenant vu le poids de ce dossier qu’il soit reporté pour la prochaine mandature du Parlement.

Le rapport concernant la réduction de l’incidence sur l’environnement de certain produits en plastique a présenté un panorama sur l’état des lieux de la situation, avec des propositions pour tenter de corriger ces déviances, cela même si les états membres de  l’Union européenne n’est pas les principaux pollueurs de la planète…L’on peut néanmoins regretter le quasi-manque de constatation et de critique de la responsabilité humaine ou de la recherche d’éducation des populations:  en effet, les déchets plastiques n’arrivent pas par hasard sur les terres et les mers…  Cet aspect semble n'avoir pas été relevé et discuté par les députés.

Un autre sujet d’actualité concernait la discussion sur les fertilisants marqués en UE, qui a vu une causerie  passionnée prenant en compte de nombreux paramètres liés à ce thème sensible. Entre les enjeux économiques considérables et les questions de santé publique, les députés tentent de trouver un équilibre prudent pour remédier aux problèmes et guider notre  modèle de société vers un progrès durable.

Au sujet de la mise en place du programme 2021-2027 « Europe créative », un large consensus s’est dégagé parmi la plupart des groupes politiques pour défendre ce grand projet couvrant  la culture, le patrimoine, la musique. Dans la foulée les députés ont également rencontré une large convergence au sujet de leur réclamation de soutenir le programme Erasmus en triplant le budget plutôt que de le doubler comme le propose la Commission. Les arguments des députés se sont avérés pertinents, non seulement pour défendre l’intérêt des étudiants, mais aussi dans l’objectif d’élargir  ce programme phare de l’Union à d’autres catégories, comme les apprenants, les adultes, les handicapés. Quelques propositions de soutien complémentaires par l’utilisation des fonds de cohésion sociale pour les moins favorisés, l’objectif étant d’aider une accessibilité pour tous au droit de l’éducation et de l’instruction. L’on voit ici un point de rencontre entre le premier pilier recouvrant le droit à l’éducation,  et le troisième pilier social de l’architecture européenne.

Pour conclure les débats, jeudi matin, la discussion sur la mise en place d’un cadre pour favoriser les investissements durables a vu émerger les questions essentielles comme la définition des objectifs d’investissement durable ; qu’est ce qui est durable, qu’es ce qui ne l’est pas, la prudence aussi face au green-washing, l’appel à l’investissement privé  et la mise en place de norme par l’Union qui servirait d’exemplarité au niveau international. Vaste espoir et programme !      

A l’approche des élections européennes, de nombreuses délégations et des jeunes ont visité le Parlement Européen, sur l’invitation des députés qui préparent leurs campagnes électorales, apportant un dynamisme supplémentaire à l’animation interne des sessions.

Des ambiances musicales proposées par les slovaques aux costumes pittoresques et traditionnels, ainsi que les instruments à cuivres ou cordes utilisés avec virtuosité par les manifestants tranquilles à l’extérieur ont apporté une touche artistique musicale, originale et agréable à cette session.  

Comme souvent, des expositions ont enrichis les travaux parlementaires.  « Our Blue Universe » met en valeur les jolis tableaux réalisés par des jeunes artistes slovaques diagnostiqués autistes. Par leurs œuvres, ces artistes nous ouvrent leur perception du monde à travers leur regard particulier. De réelles pièces créatives et qualitatives, originales contenant un symbolisme certain. Cette magnifique exposition est accueillie à l’espace du tapis fleuri,  parrainée par la députée Jana Zitnanska du groupe ECR. L’on comprend à travers cette présentation que la thérapie par l’art est un extraordinaire chemin pour l’expression des personnes et un mode de communication interactif  grâce à la visualisation de la création artistique, les formes et les couleurs. Bravo !

L’on rejoint là, les préoccupations des européens  relatifs aux objectifs de santé publique, du soin, de l’accompagnement et de la guérison, par la prise de conscience de ces réalités complexes.

MEP Jozsef Nagi  groupe PPE, a organisé l’exposition qui montre quelques réalisations dans les états membres des transcriptions linguistiques multiples. Une illustration intéressante du point n° : 74 de la résolution 2018/2036 du Parlement Européen, à l’espace Colombo, où l’on découvre des exemples de la mise en œuvre dans les états de la représentation visuelle des langues régionales ou minoritaires qui témoignent de la dimension plurilinguistique de l’Union et des standards minimum pour les minorités dans l’Union européenne.

Là encore, cette exposition rejoint des aspects essentiels des Traités européens, s’agissant de la composition multiethnique et linguistique de nos citoyens, l’existence et l’expression avec le support matériel.

Sans doute pour nous mettre en appétit , à l’approche de la journée mondiale du fromage, nos amis italiens ont présenté une exposition de tableaux intitulée « The cheese capital » un peu plus loin dans l’espace du Hall principal, accueilli par le député Angelo Ciocca de l’ENF, Cette présentation montre des fromages de Bergame.

Un rappel historique organisé par le député Nikos Androulakis  du groupe S&D durant la première partie de session du 11 au 14 mars, par la présentation intitulée « Lamprakis file » Cette expostion montrait une série de documents sur la vie du député grec Grigóris Lambrákis. L'assassinat à Thessalonique en mai 1963 du député avait entraîné indirectement le coup d'état de 1967 qui instaura la dictature des colonels. Ecrit à la suite de cet assassinat du député grec, le roman « Z » de  Vassilis Vassilikos, a inspiré le film « Z » sorti en 1969, réalisé par Costa Gavras. Les documents présentés étaient classifiés « top secret » jusqu’en 2016.

De magnifiques compositions florales pouvaient être admirées ici ou là, notamment au stand de la ville de Strasbourg, mais surtout dans le périmètre immédiat des bâtiments du Parlement Européen: bien abrités du vent, de l’intérieur, à travers la transparence des grandes baies vitrées  l’on pouvait admirer les arbres balayés par le vent,  revêtus de leur parure printanière offrant de somptueuses ambiances de lumières pastelles, irradiés par un soleil puissant le long de la rivière  l’Ill. L’énergie de la vie et des couleurs printanières!

Hu Jia's prize brings SAKHAROV's wife to "EuroFora" on murders of Journalists Politkofskaya, Gongadze and Adali :

- Elena Bonner : "All Journalists' murders must be fully investigated", without Double Standards.                                                                                    

During a special Mega-Event to celebrate 20 Years of SAKHAROV Prize for "Freedom of Thought", attributed in 2008 by EU Parliament to jailed Chinese Cyber-Dissident Hu JIA, the move was reinforced by strongly criticizing the persisting impunity in three cases of Journalists' Murders, such as POLITKOVSKAYA in Russia, GONGADZE in Ukraine, and ADALI in Turkish-occupied part of Cyprus.

Any bureaucratic doubt about whether Cyber-dissidents like Hu JIA might have, or not, a right to be protected as all Journalists must be, particularly when they take risks to search, find and publish original and critical News on issues of general interest to the society, could not resist to the emotion provoked by the message of his Wife, Zeng JINYAN spectacularly transmitted at a big screen in EU Parliament's hemicycle :

- "The most important and most interesting thing he did was to ... say the Truth :.. to write about the phenomena he observed... He never stopped Publishing.. on websites, so that the Public could learn about the reality .. and understand it.  In my view, this has been his greatest contribution", stressed the young wife of the jailed man, eager to cite also the cases of other critical journalists who faced various kinds of "harassment".

 - "Welcoming all those who have suffered for defending Human Rights", EU Parliament's President, German MEP Hans Gert POETTERING, who had invited to Strasbourg all former Sakharov prize-winners from various Countries throughout the World, said that "China needs Europe, and Europe needs China : A great nation" with which "we want to have a good relationship", "association and ..friendship". "But we are never going to stop our fight for Human Rights, and No Government can expect this from us".

    - "It's impossible  to achieve goals of Peace, if Human Rights are left out. In fact, Peace and Human Rights are intrinsequaly linked", added POETTERING.

    It's in this spirit that MEPs adopted, on Thursday, a Resolution denouncing that "the criminal
investigation and trial following the murder of (a) Journalist ...raises serious concerns with regard to transparency and respect for the rule of law", when a "brutal killing has not yet been fully investigated and solved in a satisfactory way".

    The text refered to dissident Journalist "Anna POLITOVSKAYA", a critic of Tchechen conflict, killed some years ago in Moscow, where Russian Authorities have found, arrested and are currently judging two executants, while also searching to arrest also a 3rd one, allegedly escaped in Belgium. But they have not yet found the instigators.

     Similar texts were adopted recently also on dissident Ukranian Journalist Georgiy GONGADZE's murder, for which Ukranian Authorities have at least found, arrested and condemned 2 executants to 12 and 13 Years of jail, but not yet the instigators. For that purpose, they recently accepted an International Experts team to participate to the investigations.     

But, it's only for the Murder of dissident Turkish Cypriot Journalist ADALI, in the occupied territories of Cyprus, that Turkey has NOT yet found ANYONE responsible, and even claimed recently inside CoE that it would be "impossible" to do so !    

These astonishing differences exist despite the fact that ECHR condemned alike Ukraine and Turkey with 2 Judgements on the same year : 2005, for the murders of  Journalists GONGADZE and ADALI, strong critics of Corruption in Ukraine, and of Ankara's policies on mass-influx of Turkish Settlers in the Occupied Territories of Cyprus, respectively.    

Regarless of that, CoE's Committee of Ministers, who is entrusted with the duty to supervise execution of ECHR's judgements, has just asked Ukraine's Government to reply to further questions on Gongadze's murder before March 2009, while Turkey, curiously, got a longer postponement for answering questions on Adali's murder, until June...   

A comparison of these cases, raises serious questions about Double Standards :

    On Gongadze's murder, CoE's body speaks even about the participation of
"an INTERNATIONAL group of Experts" in the Investigation, (f.ex. of "Tape Recordings"), accepted by Ukraine.
    On the contrary, on Adali's murder, CoE is obliged to repeatedly ask (for a 2nd
time) Turkey whether, at least, it informed the victims' Family, or not...

On Gongadze's murder, CoE formally "recalls that the Committee (of Ministers) ..URGED the Ukranian authorities.. to TAKE ALL NECESSARY INVESTIGATIVE STEPS TO ACHIEVE CONCRETE and VISIBLE RESULTS in the INVESTIGATION, aimed at the Identification of the INSTIGATORS and Organisers of the Murder", and "STRONGLY INVITED the Ukranian Authorities to provide information on the PROGRESS IN THE INVESTIGATION", before MARCH 2009.

But, on Adali's murder, on the contrary, CoE's body merely .. "took note" of the "arguments presented by" Cyprus, which denounce the absence of any proof of new "investigation" by Turkey. Following Turkey's own suggestion (!), it simply "noted" that there is "no limitation period" for "any new element" to "lead potentialy (sic !) to a Re-Opening of the Investigation". Without saying who might find any such "new" fact, since Turkey stoped searching... It also POSTPONED the issue until .. JUNE  !

 - On the PUNISHMENT OF THOSE RESPONSIBLE :

 -  On Gongadze's murder case, Ukranian Authorities already arrested and condemned, at least 2 suspects, to 12 and 13 Years of jail. And on Politkovskaya's murder at least 2 suspects are judged, and a 3rd one "wanted".

On the contrary, on Adali's murder case, the Turkish authorities simply claim that "it had not been possible to obtain new .. information .. on the basis of which criminal charges could be brought against ANY person" !...

Moreover,  a LETTER sent by Turkey ...2 Years after CoE's 2006 call to re-investigate anew Adali's murder case, is totally EMPTY of Facts ! As Cypus' Delegation denounced earlier, Turkey's Letter ONLY CLAIMS that a "New Investigation" was made without any result, but does NOT even cite ANY FACT to prove it :

F.ex.,on the crucial issue of the "MOTIVATIONS" behind Adali's murder, noted by ECHR, Turkey MERELY CLAIMS that "all allegations  were investigated; without result", but OMITS ANY FACT TO PROVE IT !..(It doesn't even remind which were these "allegations").. .

+ On ECHR's astonishment that the Turkish Occupation regime didn't produce any "BALLISTIC REPORT" on the Shots which murdered Adali, Turkey again repeats, 12 years later, that, still, even until now, "it  was not possible to obtain the BalisticReport"...

- As for the astonishing absence of key-WITNESSES' Testimonies, denounced by ECHR, Turkey agains repeats various pretexts avoiding to reveal anything, (Fex. that a person "left" the Occupied Territories  "on 2002", or that another witness was heard, but without revealing nothing of what he said, etc).

Turkey obviously "FAILS TO MEET THE CRITICISM made BY THE COURT" for lack of any efficient Investigation in Adali's case, concluded Cyprus' Government.

Replying to our Question which COMPARED these 3 outstanding cases of "JOURNALISTS MURDERS", Adali, Gongadze and Politkovskaya, in order to avoid "Double Standards" by asking from Ukraine and Russia more than what is asked EU candidate Turkey, many European personalities were critical /

They criticised Ankara's recent claim at the CoE to stop investigating, because it would be "impossible to find anyone" responsible for the 5 bullet shots which killed Kutlu ADALI in front of his Family Home, contrary to the other two Journalists' murders, where Ukraine and Russia at least arrested the executants, searching now for the instigators :

    - "Where was that ? In Turkish Occupied Cyprus ? WITHOUT ANY DOUBT : Any murder of Journalist should be investigated in full ! All these Murders must be investigated !", replied the famous SAKHAROV's wife, Elena BONNER to our question on Adali's case, compared to Gongadze and Politofskaya.

    Elena Bonner spoke us EXCLUSIVELY shortly after being honored by the President
of EU Parliament on the occasion of 20 Years of her husband's SAKHAROV Prize.

    A strong personality, Sakharov's wife even had to struggle against an anonymous EU staffer who, astonishingly, tried to stop her speaking when h heard our question on "Turkey" (!) : - "Please, let me translate, she continues
speaking, don't stop us !", had to cry Sakharov's daughter, (a Journalist
herself), who was translating her mothers' reply, (obliged to speak louder to
make her voice heard despite the harassment).. (= + Audio Proof !)

    Earlier, Elena Bonner also fustigated "Double Standards" at another case, on
Western countries' attitude vis a vis Kosovo and the Kurds : -F.ex. "You have
recognized a few 400.000 Kosovars as an "independent" country, but you still
deny that to 30 millions of Kurds in Turkey !", she denounced.

    - "This (ADALI's murder) is an issue which should be pursued by the Committee
for Human Rights. That's why we have one, and it's its duty to examine cases of
Journalists' murders as the one you referred to. You should bring the case in
front of that Committee", suggested in reply to our question on Adali, EU
Parliament's President, German MEP Hans Gert POETTERING.

    - "It's impossible  to achieve goals of PEACE, if HUMAN RIGHTS are left out :
in fact, Peace and Human Rights are intrinsequaly linked", added POETTERING.

    + "For us (European/International Federation of Journalists) it's clear :
Whenever a Journalist is Murdered, the Investigation should continue until
those Responsible are found !", replied earlier to another question on ADALI
EFJ/IFJ's Secretary General, Aidan WHITE.

    Speaking as a matter of General Principle, White asked us for "concrete data"
on the execution of ECHR's judgement on Adali case, in order to "look at it in
depth" and "make a formal statement", in comparison with the other Murdered
Journalist case, also pending at CoE's  Ministers for completing its execution,
on Ukranian Gongadze.

     From EU Rapporteur on Human Rights, vice-President of EU Parliament Liberties' Committee, MEP Giusto CATANIA, we were told that, since there is an ECHR judgement in both Adali and Gongadge's cases, "Turkey must naturally execute the judgement and make a full and efficient investigation, until those responsible for the Journalist's murder are found and punished".

    Even if "we (Catania's "EuroLeft" Group) support Turkey's EU perspectives, this does not mean that Ankara should not behave properly. On the contrary, it means that they have to meet tough conditions, particularly on Human Rights", was added on the occasion of Adali's murder case.

    Moreover, "since you raise the issue of Mr. Adali's muder as a part of a Series of Journalist's murders, including fex. Gongadze, Politkovskaya, ao., tthen we (EU) could also act together with CoE's Commissioner on Human Rights, Thomas HAMMARBERG, it was suggested.

    - "We (EU) must step up efforts against the problem of IMPUNITY : Real Peace cannot exist without Justice",  stressed also this week at EU Parliament in Strasbourg, French Minister on Human Rights, Mrs Rama YADE.
