CoE Assembly draft Resolution slams plans for Nuclear plants in Seismic areas of Sea Coasts

*Strasbourg/CoE/- A draft Resolution signed by allmost all the political leaders of CoE's Paneuropean Parliamentary Assembly (PACE) strongly condemns any attempt to build "Nuclear Power Plants in areas of High Seismic Risks", particularly on Sea Coasts, as it is reportedly planned f.ex. by Turkey, etc.  


This comes in addition to the obvious Risks of Nuclear Proliferation, particularly dangerous around the Middle East area, given also the special and often controversial relations between Turkey and Iran or Pakistan (a notorious counter-example of abuse of Nuclear Technology for the construction of Nuclear Bombs).

The move naturally refers also to recent "Earthquakes in Japan and the Fukushima Nuclear Disaster", which "raise Serious Doubts about the effectiveness of Probabilistic Sesismic Hazard Assessments advocated by the IAEA", while Turkey notoriously searches anew ways to build Nuclear Plants at its particularly Seismic Anatolia Plateau's Northern or Southern Sea Coasts, even after the 2011 Fukushima  and the 1999 Istanbul-Izmit (more than 20.000 Poor People killed) Deadly and destructive under-Sea triggered Earthquakes :

The 2012 draft Resolution recently lodged at the PACE in Strasbourg and officially put into circulation during Januray 2013's Plenary session, asks "Measures to Ban any Construction of Nuclear Plants in Areas with a High Seismic Risk", as well as "Criteria for the Prevention of Radioactive Pollution of Sea Bassins".


Many mainstream and Top MEPs denounce that "Many Nuclear Power Plants ate Built on Sea or Ocean Coasts, or other Water Bassins, carrying a High Risk of Radioactive Pollution of Large Areas in the event of Nuclear Accident", and point also to the "Fact that 20% of current Nuclear Power Plants in the World are operating in Areas of High Seismic Activity".

But the above mentioned Resolution also "underlines that the protection of Human beings, human Society as a whole and human Health in particular, as well as of Biodiversity, Agricultural areas and Water resources, should be given the highest Priority over any economic interest", and Warns  that "Nuclear Pollution would have a very Serious and Long-lasting negative Effect on Large Areas".

=> Therefore, "building of Nuclear Power Plants in areas of high Seismic Risk is Not Acceptable for the common interest of Society and Humankind as a whole", the PACE draft Resolution concludes, "call(ing) upon (CoE's) Committee of Ministers to invite member States to co-operate actively and diligently in Implementing" such principles.


The landmark Text is very Strongly backed, since it's exceptionally Signed by almost All Presidents of CoE Assemly's Political Groups (Luca Volonté : Head of ChristianDemocrats/EPP, Andreas Gross : Head of Socialists, Tiny Cox : Head of EuroLeft, and Anne Brasseur : Head of Liberals, etc), as well as by many Mainstream MEPs from the Governing Parties in various CoE Member Countries all over Europe : F.ex. L. Tochev (Bulgaria, ChristianDemocrat/EPP and Group's vice-President), J. Hörster (Head of the German Delegation, ChristianDemocrat/EPP + vice-President), P. Agramunt from Spain (ChristianDemocrat/EPP and Group's vice-President), M. Braun from Hungary (ChristianDemocrat/EPP and Group's Treasurer), etc.. But its Signatories, mainstream MEPs are also Widespread througout many other CoE Countries, as, f.ex., the  U.K. (Lord éTomlinson and A. Meale Vice-President of Socialist Group, etc), Nethelands, Germany, Estonia, Lithuania, Moldova, Georgia, Italy, Malta, Monaco, etc.)

Pierre Pflimlin's visionary line : Honouring the Memory of the man who wanted to build Europe on the Mountains, based on Spirit !

One of EuroFora's best inspirators is naturally Pierre Pflimlin :

We had a chance to personally meet the dynamic and experienced former President of both EU Parliament and CoE's Assembly, France's Prime Minister and Strasbourg's Mayor, only at his 90th anniversary, during an Historic speech at the Council of Europe, exceptionally full of people.

But his energetic figure looked more like a youngster of 19 years old, eager to win the Olympic games !..

Visionary, 2P was, from many points of view :

His daughter, Antoinette, Artist-decorator, and Senator Jung, President of a group of friends, confirmed us an Historian's revelation, that Pflimlin had initially the idea to build all European institutions (EU Parliament, Council of Europe, European Court of Human Rights, etc) at the spectacular heights of Oberhausbergen hills, with an eye-catching view of both French Vosges and German Black Forest Mountains, in the midst of a Forest : A real vision to create a brand New European Headquarters with a big ambition !

But, it seems, that "someone in Brussels" found that picture, precisely, too big for his taste, and threw a spanner on the works...

Pflimlin stroke back a Decade ago, at his Historic 1997 farewell speech :

He urged Europeans to find another, more substantial way, to lift Europe to more important Heights in Future :

- "On which basis can we imagine the birth of a great Europe ?", he asked.

"Certainly an Economic basis ! A solid market economy, meeting also the needs of social justice. A Political basis : Europe must become a strong Political Power, able to influence World's changes, naturally for Peace."

"But I believe that the essential foundation of a greater Europe should be of Spiritual nature : .... The great pacific Revolutions were Spiritual Victories" : They expressed "People's main motivation to live in a society with our Values of Liberty, Democracy, respect for Human Dignity".

"Then, the roadmap is ready : Yes, the foundation of the unity for a large Europe is the spiritual heritage, inspired by Christian Humanism and the Humanism of Renaissance, of Enlightenment, from which emerged a Civilisation focused on the Human person".

"Here is the task to be accomplished. It's very difficult".

"The Time approaches when I'll have to pass over the torchlight. God willing, this torch should enlighten the path of those who are going to build, tomorrow, the great Europe, marked by this Spirit".
