Event, non-events, circulations!
Empty institutions, empty streets, anxiety-provoking words, war, enemy, social distancing, the terms chosen illustrate a mentality. The words fight, battle, virus, or physical distance would have been better adapted in a constructive and positive language.
It would have sounded more like a dimension of the Governing Elites' responsibility rather than creating fear. But all persons do not necessarily have these qualities of a "good father", no matter how they may access responsibility. * Fear weakens an organism's immune system. Isn't this reality known to medical professionals, the WHO, writers, politicians? The stakes were placed elsewhere, that explains it. The trainers and initiators have their share of responsibility in all this chaotic development over time, which deserved another treatment. A form of legal despotism supported by neo-neo nepotism to the detriment of the general interest? Are there professional faults, aspects of criminal decisions?
Social distancing and confinement lead to retentions, concentrations and in the most horrible cases to exterminations. What are the foreseeable consequences of confinement on the health of the person, the family, the companies of the Society? What are the consequences of blocking the movement of people and the circulation of wealth in the social body? In addition, there are double standards and double language, which is disconcerting.
A war is not poetry. There are no heroes, individuals are suffering. A war kills, bodies and souls are shredded. Pain settles in the families and hatred works its way into the human groan. Those who sell weapons should think twice: pretending to save lives, while creating the conditions for death, does not raise the level of redemption of the leaders or entities involved in these issues.
The spiritual question is hanging over these attitudes, responsibilities, and provocations. We see that the returns are dramatic and sad when they could be avoided and the issues of violence and terrorism reduced. There are, therefore, shared responsibilities in the matter of implementing these dimensions of the chaotic spectrum at the international level.
The philosopher Hannah Arendt had, however, well developed the mechanisms of contradictory propaganda used in totalitarian systems. She showed how Hitler or Stalin and their cohort of followers had disoriented citizens to erase their capacity for independent analysis and free choice.
According to Hannah Arendt, totalitarian regimes take "total" power over individuals by showering them with contradictory information, sowing confusion until they have no way of knowing where the truth lies. In the context of covid 19, the logic of government communication has in fact introduced confusion and contradictions everywhere. The intentional declassification of chloroquine seems questionable. Why?
Moreover, the assumption of full powers by [Governing Elites ]a president, did not allow a clear reading of the imposed project and is all the more questionable if one takes into account that [their] his limited political club does not manage to take off, nor does it reach the citizens, apart from a few notable exceptions. The recent municipal election confirms this real-time reading of French domestic politics. This was predictable since the presidential elections, the legislative and European elections being distorted by the presidential function. This first serious test of an internal sociological reality should challenge the actors concerned, particularly with regard to their future. * There is an extension of these questions towards the outside, when people are not fooled by these realities.*
So what did the heads of state and government have to do with the fears and anxieties of citizens, especially the older people who still carry the living memory of the Second World War? Why did they not choose alternative solutions? We have seen remnants of negative attitudes or even hatred in cross-border regions or even racism towards nationals of other nations, especially in regions where there is a hotbed of contamination, including Asia and probably others. At the same time, a movement of mutual respect contradicts these underdevelopments in human psychology.
The beautiful buildings of our institutions have therefore been closed since March. No sessions in the European Parliament, nor in the Council of Europe, PACE and CLRAE. All but a few, not just any, closed businesses, *, schools in winter-spring, elderly people locked up ... Not to mention the dramatic increase in domestic violence which was to be expected, as well as violence against children, which is little reported by officials and the media.
If we consider the dynamic point of view of life or inertia, the older people suffer the younger ones as well. Students are weakened, especially the less well-off. For others, this time is assimilated to a deepening of their studies, if not to additional holidays, -the distances- are real, it is not new. Confinement and compartmentalization amplify the distances. The social bond becomes distended, movement freezes while the planets and stars are in motion, animals move, birds fly and sing, the wind blows and humans should remain confined, locked up!
It's brutal, it's empty. In Europe, there is no longer any link between the European institutions and the citizens, while meetings continue, at the very least, almost behind closed doors, by teleworking, videoconferences... There is a serious trap here, because all this does not replace the reality on the ground: meetings, discussions, sharing, asides and the proximity of people, the vibration of people, the feeling or the truth. Virtual work remains artificial and superficial. In addition, telework keeps the well-paid elites away from the common man when these elites are supposed to represent them. Beware of distances and the internal socio-spatial distinction within states, or towards the outside! Movement, communication between peoples. Fundamental principles and common values of the evolution of our civilization and post-World War II are at stake!
I recommend leaving the tool in its place and not to sacralize it as a primary objective to the detriment of the field.
The risk of a lack of depth or authenticity... the danger of the virtual community moving away from the living! Remoteness from the field risks widening the gap that has existed for some time, due to economic, cultural and social distances to feed the democratic deficit and mistrust towards leaders.
Let us remain cautious of the mechanism of single, formatted, modeled thinking that we know the painful experiences of the historical past. We are revisiting attitudes that we believed to exist in another time: denunciation, wickedness, and contempt, those who thought they were better than the others, even if the elites displayed on the surface their observation of remaining humble or invoking benevolence. This is far from being the case. Honey in the mouth and bile in the heart?
The mathematical models or computer logic used by our elites following their brilliant studies, supplements but do not replace the reality of the field, life experience or pragmatism. Moreover, the models do not necessarily take into account the dimension of human sensitivity. In a way, this simple truth already existed in industrial logistics standards such as SMB, with the difference that the human being decides and can correct it. As we move into the age of AI and algorithms, this becomes more ambiguous and gives us food for thought about objectives. An in-depth reflection must be carried out on these ethical issues, especially since the margins of error are substantial and real.
The case of the crown virus developed by the expertise/counter-assessment shows one of the facets of this problem. One of the reasons for this is the fact that elites are far removed from the realities of the human person. It is the trap of the confinement of the intellect, the confinement or partitioning of knowledge, when the head would like to direct and control everything, but it doesn't work like that. The major risk lies in the induction of a whole chain of inappropriate, inept decisions with consequences, even dramatic ones. This mechanism is aggravated in the case of conflicts of interest. However, it can be considered that some decision-makers have evolved in their approach to the problem on the basis of the opinion of a few wise men, albeit with a time lag. Some differences are understandable, others less so.
A woman in a new 4/4 snoring car says that citizens do not respect the rules of the game, but she can drive around in her nice coach to go about her business, are the others annoying? Another person in her mansion, in the Parisian countryside, is confined to her large garden, quietly goes for her daily walks... There are differences, it's not new. The citizens confine themselves, the President walks around. In another country the minister is on the beach and elsewhere citizens are not confined.
Many examples demonstrate the difference in the treatment of the "confined", between the castles and the bars of megalomaniacal buildings, or the small rooms, there has in fact been an enormous social distancing for a long time. This distancing pre-existed the collective confinement desired by a person and will continue to exist after this almost strange time that calls for continuity in a semblance of change, perhaps, no doubt! Old habits die hard: the rich, the poor, labels, fashions? Wealth, materiality are not the problems, attitudes of contempt or monopolization, deficient psychologies, yes!
Why seek social justice, balance, well-being, beauty, happiness, respect? Evolution, justice?
Then, in the service of whom or what, this whole affair, a pandemic! A Minister of Health, informed and concerned, did nothing but flee her post under a derisory pretext. If the health situation calls for prudence and care, this is also the case in other situations in daily life. Why go up in smoke and fear the health situation, which, I repeat, is not a war, but rather a resolution of medical, health, laboratory and scientific research problems, but also of international cooperation. What can we say about the prevention mechanisms of nations, Europe and the World Health Organization? Are there any negative programs to be neutralized?
Who has not done their job, where are the responsibilities, who has caused disorders in hospital systems or who has slowed down or stopped planned research projects, particularly in the case of sar-cov-1 ...? In Europe, at WHO level, within the member states? ***
The WHO's subjection to certain countries and private interests (large companies, foundations, pharmaceutical companies) is well known. In the 1990s, WHO organised a "private partnership" to attract funding from private industry. Since then, compulsory and fixed contributions from governments (the organization's normal source of funding) have steadily decreased in favour of extra-budgetary, voluntary contributions from countries such as the United States or China, foundations and private companies.
Dependence, independence, interdependence, perspectives or vision of health. These essential questions call for an in-depth reflection on the missions of this organization within the framework of the UN, especially with regard to the correlation with the influences of private interests. Other organizations are confronted with this kind of situation. It is possible to understand a degree of normality, and to detect exaggerations in order to correct them.
We did not wait for the brilliant mid-April lecture given by Ms Condoleezza Rice at the Hoover Institute (organizing a remarkable series of covid19 lectures), under the leadership of Mr Tom Dilligan. They had the merit of asking the real questions: what happened, where, when, who, how, why? As soon as the conference was over, some European personalities bounced back on these basic questions. This reveals a lack of professionalism, prolonged by a lack of lucidity. Is the blindness more about granting huge stakes or financial interests, hoping that this is not a power tactic? "Every day is enough pain".
For whoever profits from crime. Who gets the chestnuts out of the fire? Which companies, which families? In the first quarter of 2020, for example, there was a 48% increase in the turnover of large companies linked to pharmaceutical products. They are not the only ones: the GAFA, the big distributors, stock market speculation. If you look at prices in supermarkets, you can see the price increase, somewhat discreetly at first, but more intense afterwards. Who thinks about the small budgets of modest citizens? What about small and medium-sized enterprises or businesses or even independent activities? Yet the adage, "small streams make big rivers", still holds true today.
We will see these economic realities after the fact, as we do in every crisis. Who benefits from crime? We will certainly see golden parachutes for a few decision-makers, who may be preparing their future outside the political arena. This necessary reading should be made because what is at stake is the role of the rulers, what room for manoeuvre, what powers and what limits? This analytical spectrum is broad when one considers the different models of societies and political organizations. Beyond internal hierarchies, to understand the mechanisms or relational combinations that cross the delimited spaces, regions, nations, institutions...
Little people without a state or greatness of soul, confined in their intellectual certainties, chapels or compartmentalization, clans. "All together" ... except for the balanced sharing of wealth, the increase of small salaries. A Minister of Labour had refused to increase low wages, and refused to listen to the journalist who questioned her about a living wage such as the introduction of a universal minimum income.
Her opinion about this fundamental question would have been interesting, although there are social minima in this country, which should inspire other states on the notion of distribution. This project could be the cornerstone of a European social balance project. The PACE and the EP have raised these issues during their sessions; this question is already old in the constituted nations.
There are also other aspects of sharing, such as improving the living and housing conditions of the most modest, etc... The respect of terroirs, individuals, geographies, histories? What are the limits to the scales of human power, the classical pyramid or something better?
Altogether, words spoken by those who think: "do as I say but not as I do". The citizens are self-contained, the President walks around. This leitmotiv, established as a concept exploited for the circumstance of the pretext used, nevertheless carries the seeds of a much broader dimension than its current manipulative use. Masquerades! Beware of the boomerang effect or the resonance of the butterfly's wings!
From these basic observations of a few realities, another one emerges, such as the attack on health under deviant pretexts, with regard to human rights on several levels, we should reflect on it. One could hear many direct complaints in criminal matters towards responsibilities, including at the level of the ICC, for crimes against humanity.
This crisis created from scratch is an extension of the attitudes of a few in our societies who think only of their own interests. However, the timing is important for many reasons, starting with societal rhythms at all levels, including sectoral ones. People and the mechanisms of functioning need to move, life is a perpetual movement. Unless one loses the sense of evolution in the general organization of societies and group life and of the human person. Economic activity is a perpetual movement, since human, financial, commodity and production flows circulate.
Which society, which values, which projects?
High ideals can correct situations to minimize all these selfish interests of sometimes unscrupulous people. The good health of our citizens at home, in Europe or anywhere in the world is one of those great ideas that has a future, but remains rather topical. If the necessary reforms are carried out to reduce the influences of interests, without preventing positive reciprocal participation, since health is defined by the WHO as a "state of complete physical, mental and social well-being", it is the general good health of society that is at stake. By contributing to the isolation of people, and the most fragile in particular, the decision to confine does not respect this definition. Life dynamic/inertia.
In principle, the primary role of politicians is to serve the citizens, whereas we see that the companies concerned are making huge profits thanks to the decisions of a few politicians. It would also be right for a reasonable proportion of these profits to be paid back within the Member States, in support of those who have suffered as a result of these decisions, individuals, small and medium-sized enterprises, etc. "All together'!
"All together', for real, respecting individuals! There are obviously variations of this solidarity dimension depending on the states or institutions. There are also all the positive aspects of the construction of society, which allows these developments to take place for the structures that, are endowed with them, such as Europe and the countries at the origin of European construction. Would we dare to imagine the evolution of the USA, Russia or China on our European model? There are nevertheless diverse anthropological realities regarding such a perspective.
From there, pull systems and people towards wellness. Selfishness compartmentalizes by creating misery or worse, while sharing or some form of measured sharing creates wealth, the circulation of wealth. The continuous flows of the circular economy; the flow from upstream to downstream is a source of development, and then the flows flow back from downstream to upstream. One way or the other is not enough because this incomplete approach blocks the systems, creating the injustices that lead to misery.
The economic and social aspect of blood circulation - the great flow of life: blood circulation provides all the cells in the body with the heat, oxygen and nutrients they need. The arteries leave the central pump, the heart, while the veins return to it. The heart thus provides a small circulation between itself and the lungs, and a large circulation between itself and the rest of the body. We could compare blood cells to the human beings who keep the organs alive.
If we imagine organs as businesses, blood flow makes organs live, and human flow makes society, businesses live; the nervous system commands and controls body function, human intelligence manages society; hormones cooperate to regulate organ function, and the environment is preponderant as well as the socio-spatial and temporal dimension.
Blocking the blood flow causes the organs to malfunction and make the body sick. When we know the role of exchanges in the social economy, blocking societal flows and the movements of human beings, it is companies and societies that dysfunction, suffocate and for some disappear; this causes a sickly chain in society. These consequences affect the weakest first. Dynamism or inertia, the results are different. This is also confirmed in the dimension of the atomic flux.
An induction of mass unemployment could be reminiscent of historical antecedents, such as the 1930s and the bad memory of the rise of the little führer, the fascist dictator Adolf or other dark characters of the time in all geographies. There is no point in trying to make a diabolical remake of history... We know what the nations did with their unemployed of the time by turning them into cannon fodder. The crossed complicity of leaders in the service of destruction and profit for the benefit of a few.
The great ideals would also be to extend the interactions between member states and institutions in order to mutualize efforts in the face of major issues concerning people and goods, for the well-being of peoples by considering materiality and tools at the service of development and evolution, of societies and individuals. The key to circulation supported by a balanced distribution is a major stake for the various forms of life.
The perspective of "All together" supplemented by "one for all and all for one", with respect for the person and for life, would represent the win-win relays of the evolution towards emancipation, large and small, rich and poor, men and women, young and old, powerful and weak, not in opposition, but in complementarity for the development and harmony of our geographies and the groups that reside there. A poor man can help a rich man and a rich man can help a poor man, this is not an incompatibility! So, "all together"?

Des institutions vides, des rues vides, des propos anxiogènes, guerre, ennemi, distanciations sociales, les termes choisis illustrent une mentalité. Les mots combat, bataille, virus, ou distance physique eussent été mieux adaptés dans un langage constructif et positif.
Cela aurait ressemblé davantage à une dimension de la responsabilité d' élites qui Gouvernent plutôt que de créer la peur. Mais tous ne possèdent pas nécessairement ces qualités de « bon père de famille » et cela quelle que fusse leur mode d’accès aux responsabilités. * La peur affaiblit le système immunitaire des organismes. Cette réalité n’est-elle pas connue des professionnels de la médecine, de l’OMS, des écrivains, des politiques ? Les enjeux étaient placés ailleurs, ceci explique cela. Les formateurs et initiateurs ont leur part de responsabilité dans tout ce développement chaotique dans la durée, qui méritait un autre traitement. Une forme de despotisme légal soutenu par un néo- népotisme au détriment de l’intérêt général ? Y va-t-il de fautes professionnelles, des aspects de décisions criminels?
Les distanciations sociales et les enfermements conduisent aux rétentions, concentrations et dans les plus horribles des cas aux exterminations. Quelles conséquences prévisibles du confinement sur la santé de la personne, de la famille, des entreprises de la Société ? Quelles incidences du blocage du mouvement des personnes et de la circulation des richesses dans le corps social ? Il s’y rajoute les doubles langages et doubles standards, çà déboussole.
Une guerre ce n’est pas de la poésie. Il n’y a pas de héros, les individus sont en souffrance. Une guerre çà tue ! Les corps et les âmes sont déchiquetés. La douleur s’installe dans les familles et la haine fait son œuvre dans le gémissement humain. Ceux qui vendent des armes devraient y réfléchir à deux fois : prétendre sauver des vies, tout en créant les conditions de la mort ne redresse pas le niveau de rédemption des dirigeants ou des entités concernés par ces questions.
La question spirituelle est pendante à ces attitudes, responsabilités, et provocations. L’on constate que les retours sont dramatiques et tristes alors que l’on pourrait les éviter, et réduire les questions de la violence et du terrorisme. Il y a donc des responsabilités partagées en la matière de la mise en place de ces dimensions du spectre chaotique au niveau international.
La philosophe Hannah Arendt avait pourtant bien développé les mécanismes de la propagande contradictoire utilisés dans les systèmes totalitaires. Elle montrait comment Hitler ou Staline et leur cohorte de suiveurs, avaient déboussolés les citoyens pour effacer leur capacité d‘analyse indépendante et de libre choix.
Selon Hannah Arendt, les régimes totalitaires prennent un pouvoir “total” sur les individus en les arrosant d’informations contradictoires, semant la confusion jusqu’à ce qu’ils n’aient plus aucun moyen de savoir où se trouve la vérité. Dans le contexte covid 19, la logique de la communication gouvernementale a de fait introduit des confusions et contradictions partout. Le déclassement à dessein de la chloroquine semble douteux. Why ?
De surcroît, la prise des pleins pouvoirs par un président, ne permettait pas une lecture claire du projet imposé et discutable d’autant si l’on tient compte que son club politique limité ne parvient pas à décoller, ni rejoindre les citoyens, à part quelques exceptions notables. L’élection municipale récente confirme cette lecture en temps réel de la politique intérieure française. C’était prévisible depuis les présidentielles, les législatives et européennes étant déformées par la fonction présidentielle. Ce premier test sérieux d’une réalité sociologique intérieure devrait interpeler les acteurs concernés, notamment quant à leur futur. * Il existe un prolongement de ces questions vers l’extérieur, quand les gens ne sont pas dupes de ces réalités.*
Qu’avaient donc les chefs d’états et de gouvernement à jouer avec la peur et les angoisses des citoyens, en particulier des personnes les plus âgées qui portent encore le souvenir vivant de la deuxième guerre mondiale ? Pourquoi ne pas avoir choisi des solutions alternatives ? L’on a vu des relents d’attitudes négatives voire de haine larvée dans des régions transfrontalières ou même de racisme vers des ressortissants d’autres nations, notamment les régions de foyer de contamination dont l’Asie et probablement d’autres. Dans le même temps un mouvement de respect mutuel contredit ces sous-développements de la psychologie humaine.
Les jolis bâtiments de nos institutions sont donc fermés depuis le mois de mars. Pas des sessions au parlement européen, ni au Conseil de l’Europe, APCE et CPLRE… les entreprises fermées sauf quelques-unes, pas n’importe lesquelles, *, les écoles en hivernation printanière, les personnes âgées enfermées... Sans compter l’augmentation dramatique des violences conjugales qui était prévisible, ainsi que la violence faite aux enfants, ce qui est peu rapporté par les responsables et les médias.
Si l’on considère le point de vue dynamique de la vie ou l’inertie, les plus âgés souffrent les plus jeunes aussi. Les étudiants sont fragilisés, en particulier les moins aisés. Pour d’autres ce temps, s’assimile à un approfondissement de leurs études, si ce n’est à des vacances supplémentaires, -les distances- sont réelles, ce n’est pas nouveau. L’enfermement, le cloisonnement amplifient les distances. Le lien social se distend, le mouvement se fige tandis que les planètes et les étoiles sont en mouvement, les animaux se meuvent, les oiseaux volent et chantent, le vent souffle et les humains devraient rester confinés, enfermés!
C’est brutal, çà fait vide. En Europe, il n’y a plus de lien entre les institutions européennes et les citoyens alors que les réunions continuent, à minima, presque à huis clos, par télétravail, visio-conférences… Il y a là un piège sérieux, car tout cela ne remplace pas la réalité du terrain : les rencontres, les discussions, les partages, les apartés et la proximité des êtres, la vibration des personnes, le ressenti ou le vrai. Le travail virtuel reste artificiel et superficiel. Il se rajoute que le télétravail éloigne les élites bien payées du commun des mortels alors que ces élites sont censés les représenter. Attention aux distances et la distinction socio-spatiale interne au sein des états, ou vers l’extérieur! Le mouvement, la communication entre les peuples. Des principes fondamentaux et des valeurs communes de l’évolution de notre civilisation et d’après deuxième guerre mondiale sont en jeu !
Je préconise de laisser l’outil à sa place d’outil et ne pas le sacraliser en objectif premier au détriment du terrain.
Le risque du manque de profondeur ou d’authenticité... le danger de la communauté virtuelle qui s’éloigne du vivant ! L’éloignement du terrain risque d’agrandir le fossé qui existe depuis un temps, du fait des distances économiques, culturelles et sociales pour alimenter le déficit démocratique et la défiance vers les dirigeants.
Restons prudents face au mécanisme de la pensée unique, formatée, modélisée dont on connait les expériences douloureuses du passé historique. L’on revoit des attitudes que l’on croyait d’un autre temps : la délation, la méchanceté, le mépris, ceux qui se croiraient meilleurs que les autres, et cela même si les élites affichaient en surface leur constat de rester humble ou encore en invoquant la bienveillance. C’est loin d’être le cas. Du miel à la bouche et le fiel au cœur ?
Les modélisations mathématiques ou de logique informatique utilisée par nos élites suite à leurs brillantes études, complètent mais ne remplacent pas la réalité du terrain, l’expérience de la vie ou le pragmatisme. En outre, les modélisations ne tiennent pas forcément compte de la dimension de la sensibilité humaine. D’une certaine façon cette simple vérité préexistait déjà dans les standards logistiques industriels comme le SMB, à la différence que l’être humain décide et peut corriger. En passant à l’ère de l’IA, et des algorithmes, cette donne devient plus ambiguë ; cela prête à réflexion sur les objectifs. Une réflexion approfondie doit être réalisée sur ces questions d’éthique, d’autant que les marges d’erreur sont conséquentes et réelles.
Le cas du virus de la couronne développé par l’expertise/ contre-expertise montre l’une des facettes de cette problématique. Cela est dû entre autres au fait que des élites soient éloignées des réalités de la personne humaine. C’est le piège de l’enfermement de l’intellect, le confinement ou le cloisonnement dans la connaissance, quand la tête voudrait tout diriger et contrôler, mais cela ne fonctionne pas comme çà. Le risque majeur réside dans l’induction de toute une chaine de décisions inappropriées, inhabiles portant à conséquences, même dramatiques, Ce mécanisme est aggravé en cas de de conflits d’intérêts. On peut cependant considérer que quelques décideurs ont évolué dans leur manière d’appréhender le problème sur la base de l’avis de quelques esprits sages, avec néanmoins un décalage temporel. Certains décalages sont compréhensibles, d’autres moins.
Une femme dans un 4/4 ronflant neuf déclare que les citoyens ne respectent pas les règles du jeu, mais elle peut rouler dans son beau carrosse pour vaquer à ses occupations, les autres sont-ils gênants!... Une autre personne dans sa maison de maitre, en campagne parisienne est confinée dans son grand jardin, procède tranquillement à ses promenades quotidiennes… Il y a des différences, ce n’est pas nouveau. Les citoyens s’auto confinent, le Président se promène. Dans un autre pays le ministre se retrouve sur la plage et ailleurs les citoyens ne sont pas confinés.
Moult exemples font la preuve de la différence de traitement des « confinés », entre les châteaux et les barres d’immeubles mégalos, ou le petites chambres, il y a de fait une énorme distanciation sociale depuis longtemps. Cette distanciation préexistait à l’enfermement collectif voulu par une personne et continuera d’exister après ce temps presque étrange qui appelle la continuité dans un semblant de changement, peut-être, sans doute ! Les vieilles habitudes ont la vie dure : les riches, les pauvres, les étiquettes, les modes... La richesse, la matérialité ne sont pas les problèmes, les attitudes de mépris ou d’accaparations, les psychologies déficientes, oui !
Pourquoi rechercher la justice sociale, l’équilibre, le bien être, la beauté, le bonheur, le respect ? Evolution, justice ?
Alors, au service de qui ou de quoi, toute cette affaire, une pandémie ! Une ministre de la santé, informée et concernée, n’a rien fait d’autre que de fuir son poste sous un prétexte dérisoire. Si la situation sanitaire appelle une prudence et le soin, cela est aussi le cas dans d’autres situations dans la vie quotidienne. Pourquoi monter en épingle et en peur la situation sanitaire qui, je le répète, n’est pas une guerre, mais plutôt une résolution de problème médical, de santé, de laboratoire et de recherche scientifique mais aussi de coopération internationale. Que dire des mécanismes de prévention des nations, de l’Europe, de l’OMS! Y va-t-il de programmations négatives à neutraliser?
Qui n’a pas fait son travail, où sont les responsabilités, qui a mis des désordres dans les systèmes hospitaliers ou qui a freiné, stoppé les projets de recherches programmés, notamment dans le cas des sar-cov-1 ... ? En Europe, au niveau de l’OMS, au sein des états membres ? ***
La sujétion de l’OMS envers certains pays et intérêts privés (grandes entreprises, fondations, firmes pharmaceutiques) est connue. Dans les années 1990, l’OMS organise un « partenariat privé », pour capter des financements d’industries privées. Depuis, les contributions obligatoires et fixes des États (source de financement normal de l’organisation) n’ont cessé de diminuer au profit de contributions extrabudgétaires, volontaires, de pays comme les États-Unis ou la Chine, de fondations et d’entreprises privées.
La dépendance, l’indépendance, l’interdépendance, les perspectives ou la vision de la Santé. Ces questions essentielles appellent une réflexion en profondeur sur les missions de cette organisation dans le cadre des NU, et spécialement s’agissant de la corrélation aux influences d’intérêts privés. D’autres organismes sont confrontés à ce genre de situation. L’on peut comprendre une part de normalité, et détecter les exagérations pour les corriger.
L’on n’a pas attendu la brillante conférence de mi-avril donnée par Mme Condoleezza Rice à l’Institut Hoover (organisant une remarquable série de conférences covid19), sous la houlette de Mr Tom Dilligan, qui ont eu le mérite de poser les vraies questions: que s’est-il passé, où, quand, qui, comment, pourquoi ? Sitôt la conférence passée, quelque personnalité européenne a rebondi sur ces interrogations basiques. Cela révèle un manque de professionnalisme, prolongé par un manque de lucidité, l’aveuglement tient-il davantage à l’octroi d’énormes enjeux ou intérêts financiers, en espérant qu’il ne s’agisse pas d’une tactique à but de pouvoir. A chaque jour suffit sa peine.
En effet à qui profite le crime. Qui tire les marrons du feu ? Quelles entreprises, quelles familles ? On constate au premier trimestre 2020 l’augmentation de 48% du chiffre d’affaire de grande entreprise liée aux produits pharmaceutiques par exemple. Ce ne sont pas les seuls : les GAFA, les grands distributeurs les spéculations boursières. Si l’on observe les prix dans les supermarchés, l’on s’aperçoit, dès le début, de l’augmentation des prix, d’une façon quelque peu discrète au départ, mais plus intense par la suite. Qui pense aux petits budgets des citoyens modestes? Qu'en est-il des petites et moyennes entreprises ou commerces voire activité indépendantes? Pourtant l’adage, « les petits ruisseaux font les grandes rivières reste toujours d’actualité.
L’on constatera ces réalités économiques après coup comme à chaque crise. A qui profite le crime ? L’on verra certainement des parachutages dorés pour quelques décideurs, qui peut être préparent leur avenir hors le champ du politique... Cette lecture nécessaire devra être faite car l’enjeu porte sur le rôle des gouvernants, quelle marge de manœuvre, quels pouvoirs et quelles limites ? Ce spectre analytique est large lorsque l’on considère les différents modèles de sociétés et d’organisations politiques. Par-delà les hiérarchies internes, de comprendre les mécanismes ou les combinaisons relationnelles qui traversent les espaces délimités, régions, nations, institutions....
Petites gens sans état, ni grandeur d’âme, confinés dans leurs certitudes intellectuelles, chapelles ou cloisonnement, claniques. « Tous ensembles »..., sauf pour le partage équilibré des richesses, l’augmentation des petits salaires. Une ministre du travail avait refusé l’augmentation des petits salaires, et refusé d’écouter le journaliste qui l’interpelait au propos d’un revenu d’existence comme l’instauration du revenu minimum universel.
Son avis quant à cette question fondamentale eût été intéressant, bien qu’il existe les minimas sociaux dans ce pays, ce qui devrait inspirer d’autres états sur la notion de répartition. Ce projet pourrait constituer la pierre angulaire d’un projet d’équilibre social européen. L’APCE et le PE ont évoqué ces questions au cours de leurs sessions, cette question est déjà ancienne dans les nations constituées.
Il y a aussi d’autres aspects des partages, comme l’amélioration des conditions de vie et de logement des plus modestes etc... ? Le respect des terroirs, des individus, des géographies, des histoires, de l’Histoire ? Quelles limites aux échelles de pouvoirs humains, la pyramide classique ou quelque chose de mieux ?
Tous ensemble, mots prononcés par ceux qui pensent : « faites ce que je dis mais pas ce que je fais » Les citoyens sont auto confinés, le Président se promène. Ce leitmotiv, établi en concept exploité pour la circonstance du prétexte utilisé, porte néanmoins les germes d’une dimension bien plus large que son utilisation manipulatoire actuelle. Mascarades ! Gare à l’effet boomerang ou la résonnance des ailes du papillon!
Par de là ces constats basiques de quelques réalités il en est une autre qui ressort, comme l’atteinte à la santé sous des prétextes déviants, s’agissant des droits humains sur plusieurs échelons, il faudrait y réfléchir. On pourrait entendre de nombreuses plaintes directes en matière pénale vers les responsabilités, y compris au niveau du TPI, s’agissant de crimes contre humanité.
Cette crise créée de toutes pièces correspond au prolongement des attitudes de quelques-uns dans nos sociétés qui ne pensent qu’à leurs intérêts. Cependant le timing est compté pour de multiples raisons, à commencer par les rythmiques sociétales tous échelons confondus y compris sectoriels. Les gens et les mécanismes de fonctionnement ont besoin de bouger, la vie est un mouvement perpétuel. Sauf à perdre le sens de l’évolution dans l’organisation générale des sociétés et de la vie de groupe et de la personne humaine. L’activité économique est un mouvement perpétuel, puisque les flux humains, financiers, marchandises et production circulent.
Quelle société, quelles valeurs, quels projets ?
Les grands idéaux peuvent corriger les situations pour minimiser tous ces égoïsmes intéressés de gens quelque fois peu scrupuleux. La bonne santé de nos citoyens nationaux, européens ou partout dans le monde est l’une de ces belles idées qui a de l’avenir, mais reste plutôt d’actualité. Si l’on procède aux réformes nécessaires pour diminuer les influences d’intérêts, sans empêcher les participations positives, la santé étant définie par l’OMS comme un « état de complet de bien-être physique, mental et social », c’est la bonne santé générale de la Société qui est en jeu. En contribuant à l’isolement des personnes et des plus fragiles en particulier, la décision de confinement ne respecte pas cette définition. La dynamique de la vie, l’inertie.
En principe, le premier rôle du politique est d’être au service des citoyens, alors que l’on constate que les entreprises concernées font d’énormes profits grâce aux décisions de quelques-uns des politiques. Il serait par ailleurs juste qu’une proportion raisonnable de ces profits soient reversés au sein des états membres, au soutien de ceux qui auraient soufferts de dites décisions, individus, petites et moyennes entreprises... « Tous ensembles » !
« Tous ensembles », pour de vrai, en respectant les individus! Il existe évidemment des variations de cette dimension solidaire selon les états ou les institutions. Il y a aussi tous les aspects positifs de la construction sociétale, qui permet ces développements pour les structures qui en sont dotées comme l’Europe et les pays à l’origine de la construction européenne. Oserait-on imaginer l’évolution des USA, de la Russie ou de la Chine sur notre modèle européen? Il y a néanmoins des réalités anthropologiques diversifiées quant à une telle perspective.
De là, tirer les systèmes et les personnes vers le mieux-être. Les égoïsmes cloisonnent en créant des misères ou pire, tandis que le partage ou une forme de partage mesurée crée la richesse, la circulation de la richesse. Les flux continus de l’économie circulaire ; le ruissellement d’amont vers l’aval est une source de développement, puis les flux remontent de l’aval vers l’amont... Un sens unique dans un sens ou l’autre, n’est pas suffisant car cette démarche incomplète bloque les systèmes, en créant les injustices qui conduisent vers les misères.
L’économico-social à l’image de la circulation du sang – le grand flux de la vie : la circulation sanguine apporte à toutes les cellules de l’organisme la chaleur, l’oxygène et les nutriments dont elles ont besoin. Les artères partent de la pompe centrale, le cœur, alors que les veines y reviennent. Le cœur alimente ainsi une petite circulation entre lui et les poumons, et une grande circulation entre lui et le reste du corps. L’on pourrait comparer les cellules sanguines aux êtres humains qui font vivre les organes.
Si on imagine les organes comme les entreprises, le flux sanguin fait vivre les organes, et le flux humain fait vivre la société, les entreprises ; le système nerveux commande et contrôle la fonction corporelle, l’intelligence humaine gère la société ; les hormones coopèrent pour réguler la fonction des organes, et l’environnement est prépondérant ainsi que la dimension socio-spatiale et temporelle.
Bloquer le flux sanguin provoque le disfonctionnement des organes et rendent le corps malade. Lorsque l’on sait le rôle des échanges dans l’économie sociale, le fait de bloquer les flux sociétaux et les mouvements des êtres humains, ce sont les entreprises et les sociétés qui dysfonctionnent, suffoquent et pour certaines disparaissent ; cela provoque un enchainement maladif dans la société. Dynamisme ou inertie, les résultats sont différents. Cela se confirme également dans la dimension du flux atomique.
Une induction de chômage de masse pourrait rappeler les antécédents historiques, notamment les années 1930 et le mauvais souvenir de la montée du petit führer, le dictateur fasciste Adolf ou d’autres personnages ténébreux de l’époque toutes géographies confondues. Inutile de tenter de procéder à un remake diabolique de l’histoire... L’on sait ce que les nations avaient fait de leurs chômeurs de l’époque en les transformant en chair à canon. Les complicités croisées de dirigeants au service de la destruction et du bénéfice de quelques-uns.
Les grands idéaux seraient aussi de prolonger les interactions entre les états membres, et les institutions pour mutualiser les efforts face aux grands enjeux concernant les personnes et les biens, pour le bien-être des peuples en considérant la matérialité et les outils au service du développement et de l’évolution, des sociétés et des personnes. La clé de la circulation soutenue par une répartition équilibrée est un enjeu majeur pour les diverses formes de vie.
la perspective du « Tous ensembles » complétée par « un pour tous et tous pour un », dans le respect de la personne et de la vie représenterait les relais gagnants–gagnants de l’évolution vers l’émancipation, les grands et les petits, les riches et les pauvres, les hommes et les femmes, les jeunes et les vieux , les puissants et les faibles, pas en opposition, mais en complémentarité pour le développement et l’harmonie de nos géographies et des groupes qui y résident . Un pauvre peut dépanner un riche et un riche peut aider un pauvre, ce n’est pas une incompatibilité ! Alors, « tous ensembles » ?
Ce serait là des perspectives gagnantes. Confiance et bonne chance !

Recent developments proved that Europe can suceed to overcome challenges by aiming at great objectives, and this is needed also in 2009, said EU chairman, French President Nicolas Sarkozy.
- "It's in the name of Great Ideas, Projects, Ambition and Ideals, that EU can overcome" challenges, stressed Sarkozy at EU Parliament in Strasbourg, in conclusion of a dense 7 months EU Chairmanship. "It's even easier for Europe to have Great projects, able to overcome national egoism, instead of limiting itself only to small projects" (unable to do alike), he observed.
- "Europe must remain Ambitious and understand that the World needs her to take Decisions". "The World needs a Strong Europe", which "thinks on its own, has convictions, its own responses, its imagination" : "A Europe which does not limit itself into following" others, (as it did in the Past, when it followed USA, f.ex. on Bosnia). On the contrary, "Europe should undertake its own responsibilities", he said, after a series of succes in stopping the War between Russia and Georgia, and organizing the 1st EuroZone's Summit in Paris, which incited the Washington DC G-20 Summit to extend similar decisions World-wide.
- "When you sweep it all under the carpet, prepare yourself for hard tomorrows", he warned. "What hinders decisions is the lack of Courage and Will, the fading away of Ideals", he stressed before EU Parliament's 2008 debate on Human Rights and Sakharov prize on Freedom of thought attributed by MEPs to Chinese cyber-dissident Hu Jia, followed by an EU - Turkey meeting on Friday.
- "I don't abandon my convictions" and "I will take initiatives" on EU level also in 2009, Sarkozy announced later. "France will not stop having convictions and taking initiatives" on Europe. + "It's an Error to wish to pass over the Heads of those who are elected in their Countries" : "It's an integrism I always fought against"', he warned.

French EU Presidency faced 4 unexpected Crisis :
- An institutional crisis, with the Irish "No" to EU Lisbon Treaty, just before it started. A geopolitical crisis, wth the threat of War between Russia and Georgia risking to throw Europe back to Cold-war divisions, on August. A World-wide Financial and Economic crisis, arriving at a bad moment before crucial 2009 EU elections. And even a Strasbourg's mini-crisis, with EU Parliament's roof curiously falling down, from unknown reasons, in a brand new building on August, provoking an unprecedented transfert of the 2 September Plenary Sessions...
But it wasn't enough to stop Sarkozy ! On the contrary, it stimulated him...

- "The better way to deal with the recent problems of EU institutions (as the "3 NO" by France, the Netherlands and Ireland) is to take them as a "Test" in order to find solutions closer to Citizens' concerns", said later in Strasbourg Sarkozy's new choice as Ministe for EU affairs, Bruno Le Maire.
- On the Institutional front, Sarkozy gave Time to the Irish to think about it, and stroke on December a deal including a New Referendum after the June 2009 EU Elections, in exchange of a promise to keep the rule of "one EU Commissioner for each EU Member Country", and some opt-outs on Defence and Fiscal EU policies, Abortion, etc. If the Irish get a "Yes" Majority, then the institutional package could be completed in 2010 or 2011 on the occasion of Croatia's probable EU accession.
He was accused in Strasbourg to upgrade EU Council and downgrade EU Commision, but he replied that "strong Political initiatives by EU Council reinforce also the more technical role of EU Commission, under the political-technical leadership of its President", all 3 "working together with EU Parliament".
- But, meanwhile, Sarkozy energetically spearheaded an Historic 1st Summit of EuroZone's 15 Heads of State and Government at EU's core, exceptionally enlarged to a partial participation of British Prime Minister Gordon Brown, on October 12 in Paris' Elysee palace, which started to tackle succesfully the growing world Financial crisis.
It also paved the way for its endorsement by a subsequent Brussels' 27 EU Member States' gathering, before it all come to Washington's G-20 Summit. And "Europe was united, it asked for the 1st G-20 Summit, and it will also organise the next G-20 Summit on April in London", he observed.
But a Conference with EU, Russia, African and other Developing Countries, hosted in Strasbourg shortly after Washington G-20 Summit by the French EU Presidency, took a Resolution asking to enlarge participation to Global Economic Governance. Many found, indeed, illogic and unacceptable that f.ex. states as Turkey were given a seat at G-20 level, while all African Countries, and even the African Union itself, representing the greatest Continent on Earth, were excluded...
Meanwhile, even USA''s "Paulson No 3" Plan, was, in fact, inspired by Europe's No 1 Plan", Sarkozy observed, largelly applauded by MEPs.
And "Europe showed Solidarity" by mobilizing some 22 Billion credit for Hungary, 1,7 billion for Ukraine, as we do nowadays for Baltic States, etc., he added.
The move on Economy was extended on December by an EU stimulus' plan totalling some 200 billion Euros, including 5 Billions released by EU Commission for big Projects, as well as various parallel National plans for Economic revival, (fex. 26 billions in France alone). They might appear limited, compared to USA President-elect Obama's reported plan to boost the American economy with 800 billion $, but at least succeded to overcome Europe's divisions for the first time on Economic governance, opening new horizons.
- The French President stressed even harder the unique role of an active EU Council's chairmanship, when he moved swiftly and efficiently, at the beginning of August, to succesfully stop War between Russia and Georgia, at the last minute, which threatened to bring Europe back to Cold War division.
"We (EU) also wanted to avoid a situation like in Bosnia, in the Past, when EU was absent, so that our American friends took their responsibilitues, and EU only followed", despite the fact that the conflict took place in Europe. Now, it was the EU who took its responsibilities".
A roadmap towards a new PanEuropean Security policy, before which all unilateral moves to place new Missiles (from USA or Russia) would be freezed, was proposed by Sarkozy after a meeting with Russian president Medvedev, at the eve of Washington DC's G-20 Summit.
Ukraine's "European" character was stressed at a Sarkozy - Jushenko Summit, September in Paris, while EU adopted on December an "Eastern policy", in which, "I'm convinced that our (EU's) future is to find with our Neighbours the conditions for Economic Development. Peace and Security, by explaining them that.. they must respect (Human Rights') Values, and adopt behaviors different from the Past", explained Sarkozy in Strasbourg.
Meanwhile, the "Union for the Mediterranean" was created, since July's Summit if 45 Heads of State and Government in Paris, as "an organisation for a permanent Dialogue, that we need", mainly in order to tackle the Israeli-Palestinian conflict, by bringing together, for the 1st time, Israelis and Arabs, where "Europe must be present, in order to avoid a frontal clash".
- "If Europe doesn't take its part for Peace in the Middle-East, nobody else will do that in our place", Sarkozy stressed.

Meanwhile, other EU Agreements were brokered during the French EU Presidency on Immigration, (fex. common Asylum rules, etc), and Climat- Energy :
- On Climat-Energy, the 2007 German EU Presidency had fixed a triple 20% aim for 2020 (20% renewable Energies, 20% reduction of CO2 emmission, 20% energy efficience/economies), and the 2008 French EU Presidecny realized that, making the necessary compromises in order to modernize EU's industry, but without throwing some former Central-Eastern European Countries into abrupt Economic break down risking "social explosion".
- Defence-Security EU policy was mainly postponed for April 2009, since both German chancellor Merkel and French president Sarkozy want to strike a deal with the new American president Obama in Strasbourg's NATO Summit.
However, with all these 4 unexpected Crisis diverting attention to other urgencies, People wil wonder now, what happened to the famous deal proposed by freshly-elected French President Sarkozy on Turkey's controversial EU bid, back on August 2007, to continue EU - Turkey negotiations, but on the double condition that core chapters, intrinsequally linked with EU Membership, will be excluded, and that a collective Reflexion and Debate on Europe's future would start before the end of 2008.
It was meant to reply to the crucial question : What kind of Europe do we want in 10 or 20 Years from now : A large Market, or a Political Europe, with a popular identity ? In Sarkozy's thinking, presented in his 2 landmark speeches on Europe in Strasbourg, shortly before and after the 2007 Elections, (on February and July 2007), Turkey's controversial EU bid would be incompatible with the second choice.
It's true that EU Commision's Chairman, Jose Barroso, (who had notoriously declared, as former Portuguese Prime Minister, that he found "nonsense" the idea that Europe might become equal to the US), had repeatedly tried to avoid that Sarkozy's criticism on Turkey might start winning a larger audience in Europe, preferring a discrete "wismens' committee" work. And that most of the personalities later chosen in order to participate in a Committee on Europe's Future, are too much linked with Socialist parties and/or American policies, to be really critical of USA's notorious wish to impose Turkey to the EU, as Sarkozy had noted himself since March 2007..
- "It's on EU Council's presidency to take political initiatives. EU Commission has other competences", stressed Sarkozy. The "European Ideal" is to "build Europe with the States, not against them". "Ask Europeans to chose between their countries and Europe won't work. You don't choose between your two parents : We must add them together".
"France and Germany have an Historic Duty to work together, precisely because of what happened to the Past. We have to work hand by hand. We cannot be separated.It goes beyond me and Mrs Merkel today, Mr Schroeder and Mr. Chirac yesterday. It's not a choice, it's a duty to Europe and to the World". "We need Germany, as Germany needs Europe". Compromise is inevitable, here as everywhere, and each one made some steps towards eachother's positions.
But "it's true that Mrs Merkel didn't chose her Socialist partners, while I chose mine", Sarkozy said, in an indirect hint that the Socialist Minister of Finance in Germany might be a cause of minor past disagreements in Economy, which were overcome in recent negotiations.
"We (France and Germany) have particular duties in Europe", but "in a Europe of 27 Member States, it's not enough for France and Germany to agree between them.
"I always thought that Great Britain has a special role to play in Europe. ... Now, everybody "saw what it cost payed the UK for having been too exclusively open towards the US (and) Financial services. Europe needs the UK, but also the UK needs Europe" :- "We were able to face the hardest moment of the Financial crisis because the UK clearly chose Europe", stressed Sarkozy, reminding Gordon Brown's exceptional participation to the Historic 1st Heads of State/Government Summit of EuroZone, October 12 in Paris (See EuroFora's Reportage from Elysee Palace then).
