Hungarian 2011 EU Presidency interested on Cyprus: F.Minister Martonyi to EuroFora

      The incoming Hungarian 2011 EU Presidency shows an interest on Cyprus' issue and the recent UNO-inspired moves, as it resuts from the attitude of experienced Foreign Minister Janos Martonyi when he was briefed by "EuroFora" on the forthcoming Geneva High-Level meetings with UNO's Head ;


    "EuroFora" observed that UNO's Secretary General Ban Ki Moon will be nect week in Geneva to deal also with the Cyprus' issue, at the same time with Human Rights and Disarmament, and asked the EU Chairman-in-office if he thought that the EU should not be totally absent from such issues, tjhe repercussions of which may affect it largely in the Future.

    Martonyi, after asking to repeat and paying attention to each word, apparently interested, replied to "EuroFora" with a formula which stressed in substance that when there are issues which touch upon EU Members concerning Peace and ReUnification, we (Hugarian EU Presidency ) are for a Solution to be found", naturaly "according to EU Principles", as he agreed with "EuroFora".

    Significantly, shortly after our encounter in EU Parliament in Strasbourg, Martonyi decided to meet with Cyprus' Foreign Minister Markos Kyprianou, who was invited to fly to Budapest to brief the EU chairman in office just one Day before the Geneva UNO political meetings.

    Experienced Martonyi holds, together with Prime Minister Victor Orban, the rare priviege to have experienced also CoE's Presidency by Hungaria, back on 1999, and saluted with a spontaneous smile "EuroFora"s reminder of a GeoPolitically important CoE Committee of Ministers session that he had hosted then at Budapest, inviting several Journalists/Permanent European Correspondents from Strasbourg at an interesting event particularly rich in published News, (during which, "EuroFora's co-Founder had also been surprised to find out how strong feeings and Memory cultivated the Hungarian Government for the Country's Historica Identity and struggles for Liberation and Renification after a long and devastating Foreign Military Occupation by the former Ottoman-Turk empire, which had also marked the country's Cultural institutions.


    Speaking earlier to "EuroFora", French Minister for EU affairs, Alain Wauquiez, (See previous NewsReport, already sent to Subscribers/Donors), appeared seriously thoughtful, recognizing the importance of the matterr, and did not exclude a closer EU scrutiny, inviting "EuroFora" to "speak anew" about that, closer to the Date fixed by UNO's SG for the Geneva High-Level meeting.

    German EU Minister Werner Hoyer, who recently expressed to "EuroFora" , at nearby Offenbourg, (See earlier Publication with other Statements Hoyer gave "EuroFora" then), that he found Cyprus' isse a hard nut to crack, wiould probaby had meanwhile an opportunity to exchange views with Chancellor Angie Merkel, who visited the island, as scheduled, earlier this January 2011, immediatey after Germany got, for the 1st time, a seat inside UNO's Security Council.

    Russia's traditional interest on Cyprus' issue is also generally considered as a stable parameter of the equation, whie China was reportedly discussing that during the recent visit of Cyprus' House Presdent Garoyan, and the USA send for a visit a Philip Gordon, under Secretary of State for Europe.

French President Sarkozy on EU+ G8/G20 Agricultural policy, eve of EU strategic choices

- "Space, Innovation and Agriculture", are both of Vital Importance for Europe's present and Future, while "all European Countries have an interest in Agricultural Policy, even those who don't produce agricultural raw materials, because all have Consumers" of Food, and "are all glad to have a Common Agricultural Policy which guarantees Food Security, as we already saw in the Past, during the "Mad Cow" Crisis". While Agriculture is also "a World" of "Values, Culture, Moral Traditions and Identity, but even a Powerful Economic Asset in External Trade and for EU's role in the World, strongly stressed French President Nicolas Sarkozy, in a landmark Speech anouncing his relevant Priorities as 2011 Chairman of G8-G20, at the eve of important EU Negotiations and Decisions on the Future of Common Agricultural Policy, symbolically choosing to meet Thousands of Rural People at Strasbourg's outskirts, on the 1st Day of EU Parliament's 1st 2011 Plenary Session here.


Thus, "we (EU) must strongly oppose Environmental, Social, Fiscal and Monetary DUMPING" in Foreign Trade, and "EU won't make any new Concessions ...to WTO or MERCOSUR Negotiations", but must strive to promote Regulation at a Global level via the G-20, in order to protect our Acriculture from Threats of Scarcity and Speculation, bringing in more Transparency on Stocks and Harvests, Regulation against Speculators, and Coordination of Agricultural Crisis Management, to avoid provoking Panik by sudden, unilateral decisions to close Borders, as it happened f.ex. after the 2010 Record-High Heatwave, provoking Drought and Fires in Russia during Summer 2010, followed by Giant Floods in Australia and Catastrophic Drought in Latin America, etc., he added, observing that Global Stocks f.ex. of Maiz are currently at an Historic Low level.

Timely, Sarkozy's move came just a few Days after EU Parliament's Draft Report on the Future of Agricultural policy was presented in the SURE Committee competent for EU's Pluri-Annual Financial Perspectives, and at the eve of incoming 2011 EU Chairman, Hungarian Prime Minister Victor Orban's speech, tomorrow in EU Parliament's Plenary in Strasbourg (Comp. also Victor Orban's Replies to "EuroFora"s Questions during EU Heads of State/Government Summit in Brussels, 12/2010)  :


Orban, after brillantly winning  a 2/3 solid Majority in 2010 National Elections, has just stressed in the official Program of the Hungarian EU Presidency, that its main aim is to actively contribute to "a Strong Europe", particularly in the "Crucial" 2011 "Tasks to Review the Future of our (EU's) Common Policies", starting by "Economic, Social and Territorial Cohesion",  "Agricultural" and "Energy" policies. The 2nd "needing to focus on ...Values ..and New Challenges", "bearing in mind (EU) Citizens' expectations (on) ..guaranteing Food Safety", and that "Agriculture.. also contributes to ..Rural Life and Landscape, ..Ecological services, ..Employment and helps tackle Demographic problems".

As, f.ex. France's today's Statistics, revealing a strong Population Growth with more than 2.01 Children born per Woman, easing EU's ageing Population problem and providing more EU-born and EU-educated Young People, easier to integrate in Europe than Foreign Mass Immigration from remote 3rd Countries.

- "Rural World", "is not just a Professional category, among others", but "a World", with "Values" and "a Culture", of "People strongly attached to a Public Asset that they want to be Free to transmit to Next Generations", and which contributes to "forge the Identity" of a Country as France, but also Italy, Poland, Spain, etc., and even entire Regions of Germany, Holland, Greece, Portugal, Slovakia, Czech Republic, Hungary, Lithuania, Romania, Bulgaria, etc, he observed from the outset, Family values and personal responsability, hard-working independence, etc., being obviously included in this notoriously particular area.


+ "A contact with a Permanent Reality", but "also with an endlessly Evolving Univers", Sarkozy added, speaking at a beautiful Countryside Peasant's area, but close to CoE, ECHR and EU Parliament's HQs in Strasbourg , symbolicaly close to the Family Home and Farmers' SME of EU Parliament's biggest Group of MEPs, Joseph Daul, (so that "EuroFora" met there even one of his cousins, peasant himself, as Daul was when he was a Youngster, working hard, together with his Wife, to enlarge their Agricultural SME, that was taken-over afterwards by their son).

But also from an Economic point of view, "It's not just what survives from remote times of another age, but an essential element of Development and, thus, of Economic assets" :


F.ex.,"while in 2011 Global demand of Food rises, and Renewable Energies are being Developped", already "in 2010, the Foreign Trade Surplus in Agro-Alimentary products augmented + 50%" in France, he observed, finding, at least in some sectors, these "Global Good Times", as he observed.


- "Together with Space, High-Tech, etc. Agriculture is part of Europe's most important assets", the French President emblematically stressed.

Naturally, "Rural" areas have also a "Diversity" :  In addition to "Dynamic Peri-Urban areas, where Land faces a growing Pressure from Commercial Urbanism, as here, at Strasbourg's periphery", "there are also those .. "RurBans" (composite word) who came to search at the Countryside a Quality of Life", but "also ..some Municipalities where Demographic Decline continues, while Trades and Services vanish, one after the other", he observed.

    This deserves an "International Action to protect Agriculture" by "reducing the Instability of Markets" at a Global, G20+ level, as well as with "an Ambitious Budget for (EU's) Common Agricultural Policy for the Post-2013 period",

    (A) "But, First of all, we must .. defend and revalorize the Revenue of our peasants" : "A job's Dignity is to allow to workers to live from the fruits of their labour".  "For that purpose, we must strengthen the Competitivity of our Agriculture" :


    - "Agricultural productors, French Peasants, didn't fight and made a Revolution for Freedom, against asservisment to their Old Masters of Feodalism, 2 Centuries ago, just  in order for Globalization to impose them now New Masters, by throwing them under a Commercial Dictatorship !", the French President strongly denounced.


    - The "Individual" structure of many Agricultural Households, must "not be a Pretext to drop Organization",  Sarkozy added orally to his written Draft, in what seems to be one Key-point of a Series of Ideas he highlighted in Alsace, an Agricultural region with many SME. (See also infra) :


    - F.ex., without a Legal Rule, it's the law of the jungle. Thus, (Collective) "Contracts will give you Strength", while "the Absence of Contracts would keep you weak", he warned the peasants. - "We really want to go up to the Heart of the Matter, to find Structural Solutions", Sarkozy stressed.


    -That's why he defended unfolding Reforms, due to enter into force from Spring 2011, which Regulate the relations between Agricultural Productors and Industrialists who buy their products, and introduce a "Contractualization", due to help find a "more Just share of added Value between producers and buyers", as well as a guarantee that producers who invest will be able afterwards to sell their products, starting from Fruits and Vegetables, as well as Milk, and advancing afterwards with Meat producers, (who need also to fight against Animal Feed Prices' Volatility).

    + In parallel, the Reform of EU's Common Agricultural Policy (CAP)'s "doesn't mean to add new Historic levels of EU Aid until 2020, keeping still Complacency, as some had claimed". "Complacency" and staying still, "is inompatible with Agriculture", he stressed.


    - It's about "making CAP more "Just and Fair", by protecting the most "Fragile and Organized" sectors, (f.ex.  1,4 Billion € in 2010 for Farmers and Mountanous Agriculture), and by "ensuring a Renewal of Generations", (f.ex. Aid to Young People's Installation : i.e. some +7.000 per year in France ,  Minimum Retirement Rights Raised, etc) : "More than 50% of Businesses are due to change Managers during the next 10 years", the French President noted at the eve of important EU Negotiations for the post-2013 period.

    + We must also have "Less Distortions of Competition", Sarkozy went on to say, taking as key-examples the "Borderline Regions", such as "Alsace" compared to Germany, and "Pyrenees" compared to Spain, or the North compared to Belgium, etc.  - "If we might understand Distortions of Competition with countries as China or India, etc., on the contrary, it's totally Unacceptable, and deprived of any justification, to have f.ex. so differend Milk Prices vis-a-vis our neighbours in Germany and Spain, or Working Hours vis a vis Belgium, etc., the French President criticized.


    Therefore, Agricultural Labour's Costs must contine to be Reduced, f.ex. by lowering Social Taxes for Employers of Occasional Rural Workers, by making it easier for Peasants to re-Group their exploitations  without having to seriously augment their Staff, as it's already done in many other EU Countries ", etc., he pointed out.

This fits well with Sarkozy's choice to visit a a Modernized FarmHouse at nearby Mittenheisen village, where 9 small Family-owned Farms, while preserving their Independent, Individual existence, found a formula to unite together in order to invest in Modern, Expensive Machines, (and even created New Jobs, f.ex. for someone to feed and care for all their Animals, rotating from one farm to another), in order to "mutualize fixed expenses", as 3 Neighbouring Peasants invited to Sarkozy's subsequent collective meeting at Truchtersheim's central area, explained to "EuroFora".

- In order to "create the conditions of an Agriculture Exporting more", as "a Major Card in our Economic Development and Political Power in the World",  a 300 Millions € Plan will back" action aimed at "strengthening Farmers' Competitivity" between "2011 - 2013", and the "ReStructuring of Agro-Industrial Industries" will "continue to be backed by public "investments in 2011", as the "Strategic Investment Fund" did, f.ex., in 2010 by adding "200 Millions € to Agricultural Cooperatives", etc.


+ Moreover, "by extending Transports of agricultural products via 44-tons Trucks", which "reduce Costs.. and CO2 emissions per ton", and by "developing Renewable Energies", f.ex. with "New Prices for Methane-produced Gas and Electricity" , etc., "we reconcile Economy and Ecology", he added.


- "Ecology and Agriculture must not be opposed", Sarkozy stressed,  : "Peasants make a living out of Nature, and live in the middle of it. It's unacceptable to present them as if they were Ennemies of their own natural living area !" That's why "we are firmly in favor of a sustainable Agriculture, which respects Environment and doesn't endanger Peasants' Health", he pointed out. On the contrary, "we are trying to reconcile these fundamental issues, that some search to persistently oppose" : Those "who oppose Environent and Economy", and/or "Environent and Agriculture", are "Ideologically-motivated against Realities of Market Economy" and "want to transform you into mere Garderers. .. But, Agricultural Workers are Producers, and...  have a Know-how". "Environment concerns are too important to be simply left only to professional Ecologists !", he proclaimed.

    (B) Another "Axis of our action will be,  .. in the International Negotiations", in particular inside the G 20, ... to promote a Regulation of Agricultural Markets in order to reduce Prices' volatility", the French President reiterated.


    - "The Year 2010 was marked, in Agriculture, by an Impressive Price Volatility (Instability) on Cereals, Sugar and Cacao, with our Repercussions against our Agricuture, as well as for Global Food Security", he denounced.


     - "After last Summer's Drought in Russia, recent catastrophic Floods in Australia and South America's drought, the available quantities of Agricultural Raw Materials were notoriously reduced". "Maiz' Stocks are today very Low : While back on 1987, Global Stocks corresponded to 168 Days of Consumption", on the contrary, "today they represent less than 57 Consumption Days",  (i.e. Three times Less,  - 300%  !!!) "An Historic Low since 1974", he observed.


    - Therefore, "the Global Danger for a Shortage appears at the horizon, together with that of Global Speculation, with many possible Risks for Producers", Sarkozy warned.. Meanwhile, "the Number of Exchanges in short-term Markets has more than Doubled by last August", adding "Worrying signals".


    That's why the French President launched a call, for a G20 meeting of Ministers for Agriculture, during the 1st semester of 2011, to work on Proposals for a reply to these problems", that he resumed in 3 points :


(1) More "Transparency in Agricultural Markets, for Fast and credible Information on available Stocks and Harvests' predictions".  


(2) An "harmonized Regulation  of Agricultural Raw Materials' Markets in order to fight against Speculation on agricultural Products" : "It's not normal to enter a Market, buy considerable Quantities, and re-Sell them asap anew, only to pocket the Difference of Prices, even before having paid them,


(3) A "better Coordination of Agricultural Policies, in order to prevent and manage agricultural Crisis, to avoid Unilateral Decisions closing Borders without even consuling Developing (Poor) Countries", which risk to provoke "Panik in Global Markets".

- "2011 will give an opportunity for Europe to shape a common Policy of Agricultural Markets' stabilization", while EU negotiations start on Budgets and Tools of common Agricultural Policy.

    - But, "why impose to our Farmers f.ex. Rules of Traceability, while persisting still to Import, from all over the World, meat which doesn't respond to anyone among these Rules ?", he wondered. - "If we (EU) must have Traceability Rules in order to protect EU Consummers, but we (EU) can't impose them to other Countries, then, at least, we (EU) must Inform Consumers on those products which are sold after imports from Foreign Countries where Food Health Security Rules are Less good than in Europe. Otherwise, it's as if our (EU's) Production System was Marturized in order to Benefit Others", Sarkozy pointed out.


    + Thus, also, "we must strongly oppose Environmental, Social, Fiscal and Monetary DUMPING" in Foreign Trade, and "EU won't make any new Concession, sacrificing our Agriculture to WTO or MERCOSUR Negotiations", Sarkozy firmly anounced, underlying that "this issue is now settled and we (EU) won't step back on that".


    - Instead of "destroying our (EU's) Tools of Action on Agricultural Markets, as some wanted", on the contrary, the forthcoming "Next Review of EU's Common Agricultural Policy must promote a New EU Preference, based on Health and Environment Rules adopted by the EU",  Sarkozy anounced.


    Addressing himself to EU Commission, the French President admitted  that, "of course we (EU) need (Scientific) Research Labos, of course we need High-Tech, White Rooms, etc.. Of course we need many of our Children with (Univesity Studies reaching) 18 levels higher than the elementary degree (BAC). "But, let's speak also for these People who are out there : We (EU) shall also need Jobs for People who have a Know-how which is not only in Theories but also in Practical Knowledge. And, in Europe, we are Glad to have a European Agriculture which provides Jobs and Training to People who, without that, wouldn't have no Jobs, nor Training,  neither a Social status", he observed.


    Moreover, "during the recent Financial Crisis, France offered about 100 Billions € to help EU Member States in Hardship, largely contributing to European Solidarity", as "it was our Duty". "But, in exchange, we don't have to excuse ourselves to defend EU Preference and (EU's) Common Agricultural Policy : Nobody can claim, when Financial Markets go astray, that "European Solidarity is needed, including from France, in order to help States in hardship", but, at the same time, when France speaks for "EU Preference and Common Agricultural Policy", that, "No, this wouldn't be Legitimized"... Logic implies both, not only one" of these two sides of EU solidarity's coin, he observed.          


    However, "this CAP Review must end the Absurdity consisting into spending EU Funds for "Pensioners" who abandon their Lands without cultivating them : Great Agricultural Nations as France are Producers", the French President pointed out.


    - But we "shall fight to change EU Competition Law, because it's Absurd to apply here the same Rules excluding Deals on Markets with just 2 or 3 actors : f.ex. Electricity, Mobile Phones and Computers'  big Groups,  in order to hinder Thousands of Milk Producers to agree on Production's costs. It's simply absurd to settle on that with some American Computer Giants, but to refuse for a Small Producer of Milk to decide on a production's cost together with his collegues, who contribute to the same Cooperative", he added.


    Last but not least, "EU should keep its Intervention Tools on Markets", Sarkozy concluded, expressing, f.ex. his "opposition to the suppression of plantation taxes", in order to continue to defend quality products, with a know-how, hard work and organisation, that we wish to develop in our (EU's) Agriculture, instead of inundating Markets with standard merchandises made at the smallest possible cost, of unknown origin, going everywhere, while the number of producers grows worldwide.

    Nevertheless, in order to make necessary Savings to reduce Public Debts, Sarkozy anounced a policy of ReOrganization of Public Services at the Rural Space, due to concentrate f.ex. Post Offices, Gendarmerie, Social Security agents, etc., on the most populated and busy areas, while also inventing new, smart ways to ensure access of all villages to basic Services, f.ex. by helping Young Students of Medicine to prepare their professional installation in Rural areas, by developing part-time multi-facet jobs (as a Peasant working a few Hours also as a Postman, etc), and mainly by boosting High-Speed Internet Connexions throughout all Rural areas, even the most remote : A landmark  Electoral promisse of the French President,, due to help develop, f.ex., Web-Communications, Tele-Medicine, Tele-consultancies, Tele-Conferences, etc.


    - We can  better succeed to remain Faithful to our traditions and identity, if we Modernize our methods, Sarkozy stressed in conclusion of his 2011 Message to the "Rural World", (as his Truchtersheim meeting was officially named : Comp. supra), And what is much better than work less, is, even if we work more, to be able and free to do a job that people like and are fond of : It's not so much the Time Duration, but the Quality of a given Work which counts more, he concluded, speaking to People who traditionally prefer to work Hard in Agricuture, but be proud, independent, live a Family life close to their Children, and breath Natural Landscape's revitalizing Oxygen...

EU Commission vice-President Tajani to EuroFora: GALILEO is Competitive but mustn't be Delayed !

EU's landmark Satellite Navigation System GALILEO, a High-Tech project to provide much needeed Space infrastructure for a large spectrum of Social, Economic, Civic Protection and/or Defense activities, can become Efficient and Competitive in a few years throughout the whole World, if it's completion iis not Delayed by bureaucratic obstacles to fund some 1,9 Biliions € needed in order to reach the necesary Threshhold of 30 Satellites at the latest on 2018, as scheduled, replied in substance the competent EU Commission's vice-President, Antonio Tajani, replying to "EuroFora"s questions  this week at EU Parliament in Strasbourg, (both during his Press Conference and afterwards).

Among EU's current Space programs, "EGMOS is aready well advanced", while also "GALILEO  is a very efficient and competitive High-Tech system, able to favorably compete with other systems.in the World (f.ex. USA's GPS, Russia's Glonass, etc). "But on the condition that we (EU) manage to organize it well", Tajani stressed  to "EuroFora".

    - "It's naturally good that you are optimist on Galileo as far as the 2014 first stage target is concerned. "But are you sure to have all necessary financial and other means to really develop it fully, or is there anything more needed ?", "EuroFora" asked Tajani from the outset. 

                                                                                                                                                                                                                                                                                                                                                         - "Because also in the Past, after the 2003 EU Decision to go on, many people were optimist, but, nevertheless, some Delays appeared, before you took over, so that, f. ex. China, who had initially expressed its will to participate (with some 200 Millions € then), was later obliged, by those Delays, to prepare starting its own system", "EuroFora" reminded.  


    - "Today, do you think that all what is needed in order for the EU to advance fast ,really exists now ?", we concluded.

      - "As far as I am concerned, ....until 2014 there won't be any problems : We have the Money. The problem is for the after 2014 period", Tajani started to explain in reply to "EuroFora"s question.


    - "We (EU) must respect the Timing. I'm very much committed to try to do that, because it's important to respect the Timing in view of 2018 (scheduled full deployment of GALILEO), when it will have 30 Satellites", EU Commission's vice President stressed.


    - "Nevertheless, already with just 14 Satellites, GALILEO will be at least able to start providing some kind of services since 2014", he noted.


    - "But in order to complete the project, we (EU) must have about 1,9 Billions more, according to an evalation which will be soon made by ESA and EU Commission's experts, after which I'll be able to make a more precise appreciation", he warned.


    - "So, on Galileo, I decided to start now (1/2011) an initial reflexion on the Investments which will be needed in order to continue and complete the full organization of the Galileo project.


     - I.e., "until 2004 we have the necessary money, but we must, at the same time, respect also the (2018) Deadline", Tajani stressed in conclusion to his reply to "EuroFora"s question.

    Obviously, a one-off 1,9 or even 2 Billions € for EU's High-Tech Satellite Navigation System GALILEO, an indispensable infrastructure for many important Economic, Civic Protection and/or Defense activities in all EU's 27 Member Countries and much more throughout the World, is comparatively "nothing", of simply peanuts, compared f.ex. with almost repeated spending of 1 Billion € each Year for Turkey's controversia and impopular EU bid, and/or to ... more than 30 (Thirty !) Billions € blocked and wasted in the controversial, Low-Tech, 20 Years Old project A400M, a locally limited, banal Military "Bus" deprived of any Innovation, unable to lift not even 1 Modern Tank (fex. Leclerc III), unable to fly far enough, but limited ony to a smalll regional area; which, therefore, abandons Global, TransContinental Air Military Transport exclusively to the USA's big Boeing "GobeMaster", condemning Europe to be restricted in a petty role of local "plumber"..


    EU Lisbon Treaty, which entered into force since December 2009, explicitly gives to the EU New Legal Competences in order to develop an ambitious Space High-Tech Policy, and it would be a blatant Contradition if , nevertheless, EU didn't go faster now on GALILEO than it had initially decided to do already as early as since an Historic 2003 decision...

French EU Minister Wauquiez to EuroFora: EU Concentric circles isn't our stance, but a Debate

The idea for the EU to advance by the method of "Concentric Circles" opens an interesting Debate, but it's not the FrancoGerman position, said to EuroFora French EU Minister, Alain Wauquiez, after meeting with his German counterpart, Werner Hoyer.       

Wauquiez was replying to an "EuroFora" question on the conclusions of a Report on EU Governance, presented  recently to President Sarkozy by MEP Constance LeGrip and MP Pagnol, who propose for the FrancoGerman couple to resolutey advance further in EU Integration, attracting, successively, arount it, first the €uroZone Countries, and, afterwards all the EU, (See "Eufora"s earlier NewsResports from Paris), .

- "This is not the (Official) French position !", Wauquiez immediately reacted to "EuroFora's reminder.

- t's not even the current Franco-German Strategic trend, he added, revealing that he had already spoken about that with his German counterpart, Minister Werner Hoyer, with whom he had just met at EU Parliament in Strasbourg, accompagnied by the largest Group of MEPs : ChristiianDemocrats/EPP Group's President, MEP Joseph Daul.                  

- Nevertheless, "it's interesting that we have now a Debate" on this and other Ideas about how EU should evolve in the foreseeable Future, the young French EU Minister concuded, smiling to "EuroFora", given that we had, precisely, suggested earlier to him that, precisey, the time seems to have come for EU Citizens and EU Leaders to open a Debate on EU's Future, with the meaning initially given to that by French President Sarkozy, (See relevant earlier "EuroFora" NewsReports)....

Vatican envoy Mgr Giordano: EU needs Resurrection, Courage for New Search +real Christian Humanism

Together with EU Commission's vice-President Tajani, who prepares to speak tomorrow at EU Parliament on GALILEO Satellite Navigation System High-Tech, as well as many CoE's Ambassadors/Permanent Representatives and other CoE Officials , including even "Laic" countries as France, or mainly Christian Orthodox countries as Cyprus, Russia, etc., and not only predominantly Catholic countries such as Poland, Malta, Italy, etc,  but also Thousands of various other People at Strasbourg's huge Cathedral, filled with Songs on Historic Saints from all EU Countries, from Sweden and the UK up to Cyprus and Spain, through Romania, Hungary, Slovakia, etc., Vatican's PanEuropean envoy, Permanent  CoE observer, Mgr. Aldo Giordano, an Italian Dr. of Philosophy educated at German Universities, marked with an unexpectedly sharp, but also Human, Homelie the 1st "Mass for Europe" in years, celebrated today at the beginning of EU Parliament's 2011 introductory Plenary session in Strasbourg.

    Europe needs Resurrection, and many People are currently, courageously starting a New Search for a real Christian Humanism in a New Europe, in order to avoid the risk to fall into the trap of another, "much Longer Night" of "Death of God", even worse than in the Horrible Past of Nazism/Fascism and/or abusive Stalinism disrespecting Human Dignity, he said in substance.

    - Those who claimed too early that .. "God is Dead", as Nietzsche, ... died before Him, and even before the oldest Christian Pope of their own era who survived  : As f.ex. famous Pope Leo XIII, who lived up to 1903, aged more than 93 years old (1910-1903), i.e. three more years than Nietzsche, dead back in 1900, aged only 56 years old (1944-1900), Giordano hinted, reminding an Historic Pope who wrote many works also on topical Political ideas, since his landmark "Rerum Novarum"...


    - But, during a "Century of Totalitarisms, we experienced (even in Europe) what it really means a World withoud God", reminded Giordano, obviously pointing mainly to the inhuman atrocities of Concentration and Extermination Camps, Gulag, etc., (even if it might be true that they were not equal in Horror against Human Rights)...


    Therefore, he turned upside down the negative presentation that Nietzsche had initially made of "a Madman who goes around holding a Light even in the middle of the Day, and asking  : "Where is God ?", just to get the hard answer : - "He's Dead. We killed him !"..


    - On the contrary, "Now, we see the awakening of a  New Search", for a Meaning in Life, which could "not exist" in a kind of "Humanism without God", but only with and in Him, Giordano observed, refering here also to the most recent among Pope Benedict's  masterworks  : the 6/2009 Encyclique "Caritas in Veritate" ("Love in Truth").


    + But, at the same time, "as Europeans, we should also be concerned with what happens all around the World", he added, speaking not only of Europe's Historic vocation towards Universalism, but also of Topical issues: - "F.ex., the emergence of China and/or India, and its  social, political and cultural consequences", Giordano pointed out.


    ++ Even more important that the previous, GeoPolitical challenge, the Crucial Questions raised today by new, but urgent needs to find a just balance for "Human" values, vis a vis "Scientifico-Technical Reason", call for more "Courage, to Search anew God", as he said.


    - Otherwise, today, another "Death of God" (Comp. supra), could provoke "a longer Night, extending much more, and more further away", he warned, (f.ex. given the gigantic developments in Genetic, Brain and other Technologies penetrating deep inside Human persons, which obviously add also new dangers of eventual abuses).


    - Therefore, Mgr Giordano invited to "recognize the cry of Christ Crucified, in the face of all Human beings who suffer".

    + But also to "recognize Christ's Resurrection in a New Europe", reconciled and taking care of the poor, without "throwing new wine in old cups", because, contrary to those who attempt to find a "Terminal stage" for Christianism, in fact, "Christianism is very Young", and "the Real Question is : - When Christianism will really Start ?"


    However, in front of manifold, often hard, today's challenges, it certainly needs a lot of Faith to believe, as Mgr Giordano invited us, that EU Citizens could simply "entrust" Europe "in the hands of Christ, and let Him surprise us", as he optimisticaly concluded ...


  Trust Christ, is one thing. But abandon Him alone, is another, very differend, thing. Therefore, at least actively offer to sincerely Help Him, seems urgently needed, considering Europe's challenges..

3 EU Parliament votes to boost EuroGroup !

After EuroZone Paris Summit's succes, Sarkozy calls to "think anew how to re-construct Europe !

"EuroZone and EU Institutional debates pave the way to 2009 discussions on EU Future, including Enlargment, Turkey etc. ?

After EU Parliament strongly suppported in 3 successive Votes this week in Strasbourg French EU Chairmanship's move to boost Euro-Group at EU's core, while ideas on EU Institutional problems are awaited on December, "it's an open Question now" if this may lead to a debate on EU's Future, or not, told us French President, Nicolas Sarkozy''s Spokesman, Pierre-Jerome Henin.

MEPs voted on Thursday fresh Funds to support EuroGroup, after adopting on Wednesday a Resolution asking a "further Evolution" to "the 1st ever meeting of Heads of State and of Government of the Euro-Zone, taking decisions in that capacity", while earlier this week a Report asked "a stronger Institutional setting" for "EuroGroup", extended from "competitiveness/industry" to "environment, employment and education", with "increased powers for Political decision-making", according to a text drafted by French MEP Francoise Beres and German MEP Werner Langen, "10 Years after the creation of Euro" (1999 - 2009).

- Brussels' subsequent "EU Council ..(simply)..ratified the measures decided by EuroGroup on October 12" in Paris, which "were necessary to contain the current Financial Crisis", Resolution observes, expressing also support to the new process succesfully initiated by Sarkozy and due to be completed by agreements with USA and other countries at a Global level.

From now on, it's between two differend but parallel moves : EU's delay, and EuroZone's acceleration, that Enlargement and particularly Turkey's controversial EU bid, will have to search its way :

Indeed, EU's 27 expect a "Roadmap on how to deal with the Irish problem" on Lisbon Treaty ratification after December, risking to pass even 2009 Elections and next Commission with the old Nice Treaty of 2000, out-dated and unfit even for 2004's Enlargement...

On the contrary, EU's core launches a real "Economic Governance for EuroZone at the highest level of Heads of State/Government" of the 15, which started in Paris on October 12 and was strongly supported this week in Strasbourg by Sarkozy and EU Parliament.

- "It's a good idea, to launch such a debate ("on EU's Future") in EU Parliament in view of 2009 Euro-Election : Perhaps some MEPs will seize an opportunity", told us mainstream French MEP Alain Lamassoure, former EU Minister and EU Spokesman for France's governing party UMP.

- "All MEPs' debates on such EU Councils are also part of the larger debate on Europe's future : Now with EuroZone, and even more when, on December, Irish Prime Minister is due to table proposals in Strasbourg on how to deal with EU Treaty's ratification", replied earlier to our question EU Parliament's Press Director and Spokesman, Jaume Duch.

Sarkozy has formally anounced his intention to open EU Debates on Economy, Identity/Enlargement (i.e. mainly Turkey), etc. both linked to a popular Political view of Europe, since his Historic speeches on EU in Strasbourg, on February and July 2007, when he stressed that "Europe needs a New Renaissance". At the beginning of the French EU Presidency, on July 2008, replying to a MEP, he suggested that EU Parliament takes an active part in Debates on EU's Future.

- Now, in 2008, "Crisis are an opportunity to re-think how to re-construct Europe", Sarkozy stressed. At any case, the Historic 1st EuroZone Summit of Heads of State/Government, which started replying to the Financial crisis,"is a Turning Point : After that, Europe cannot be governed as before, but differently" : People "like a Europe with Strong Will".

- "We must make the System move !", "Europe needs Innovation" and free political debates. EU "Elections are in a few Months", Sarkozy warned.

He invited EU Parliament to fully play its role as "the Democratic Heart of the Europe we want : United, Independent and Voluntarist, because the World needs Europe's voice".

- "It's no more possible for Euro-Zone to continue without an Economic Government" at the Highest Level of Heads of State/Government, who provide "Democratic Legitimity" and can take important decisions, he announced, strongly supported by EU Parliament's Economic Committee which just voted to boost the "Institutional" aspects of "EuroGroup".

Plasticity offered by the current absence of a special Treaty on EuroZone's Institutions "made it easy to adapt the organization of the 1st Summit with imagination, to efficiently meet urgent needs", he observed, on the occasion of Brittish Prime Minister's exceptionnal presence at the greatest part of EuroGroup's Paris Summit.

- "In EuroZone we have the same Bank, the same Money, and, thus, a same duty for Unity" : "By bringing together EuroGroup's 15 members States we suceeded to find a solution and prepare a Giant Plan of 1.800 Billion euros", Sarkozy reminded of Paris' 1st Historic EuroZone's Summit.

Afterwards, Brussels' EU Council followed the move, and USA's Paulson II Plan was inspired from that. "Europe must promote the idea of Global Economy's Refoundation", he stressed.

- "I was frankly astonished when I found, at the EU, a rigid system, where any New Idea was seen from the outset as a sacrilege, while, on the contrary, Europe needs Innovation !", he described.

F.ex. ,"'When we first spoke about the "Union for the Mediterranean", it was misunderstood as something extraordinary.. When later we had the Russia -Georgia crisis, it seemed against EU's custom to act "in the middle of August", instead of staying a passive spectator ! And when, in front of the Financial ciris, we gathered the 1st EuroZone Summit of the "15", some thought of it as a lese-majesté", he denounced.

On Geo-Political Principles :

- But, by moving resolutely, "EU obtained the ...withdrawal of Occupation Troops in 2 Months !", reminded Sarkozy, observing that Russia "fulfilled its commitments", in the Georgian crisis, where a "disroportionate reaction" from Moscow followed a "totally inappropriate action" from Tbilisi's troops. "It would be crazy to reply by military means : EU should not become accomplice of another Cold War, imposed by lack of cool heads".. as he said.

In future, "the creation of a common European Economic Area with EU and Russia, would also obtain a raprochment on our Human Rights and Democratic Values", added Sarkozy, in a statement which should logically be applied, a fortiori, to controversial EU "candidate" Turkey..

Particularly when, the same week that EU Parliament voted 2009 EU Funds for Turkey's controversial EU bid, ECHR took a series of judgements condemning Turkey for grave Violations of Human Rights, such as : Torture, death of a political prisoner in unclear circumstances followed by failure to conduct a proper Investigation, "enforced Disappearance" of a youngster aged 17, Killing of a sepherd with Tank Shells, persecuting Journalists for articles on "Missing" People, even a former President of Human Rights' Association, (etc)

- "We (EU) can defend our ideas on respect of Sovereignity and territorial Integrity, on Human Rights and other differences ... without confrontation", Sarkozy stressed, on the occasion of Russian/Georgian conflict, reminding that : "we were only 2 steps from catastroph", when a Peace agreement brokered in Moscow prevented, at the last minute, Russian troops' advance towards Tbilisi.

An EU Parliament Resolution adopted Wednesday in Strasbourg on the occasion of Russia - Georgia conflict, outlines a set of Principle which apply elsewhere too, (particularly when EU Rapporteur for Russia and Turkey is one and same person ; Dutch MEP Ria Oomen-Ruijtanen !)

Clearly rejecting any "military solution to the conflicts", MEPs "condemn ..all those who resorted to force and violence". They denounce a "disproportionate military action", "as well as (an) unilateral decision to recognise the independence" of brekaway regions, "calling.. to respect the sovereignty and territorial integrity" of the concerned country, "and the inviolability of its borders recognised by all EU Member States". They warn that "EU must review its policy towards" a 3rd Country, "should .(it)...not comply with its commitments", and "stress that the withdrawal of.... troops from the areas ....is an essential additional step".

EU Parliament "calls for the safe and quick return of refugees, (accepted by Russian President Medvedev) accompanied by the deployment of EU observers on the ground", and "regrets ...that ..EU Monitoring Mission (EUMM) is not allowed to enter the ...breakaway regions". Moreover, "It's important to ensure that persons and NGOs ..engaged in defending human and civil rights can operate". "Until ...all remaining issues (are) resolved..., and notably the continuing ...Military presence", "relations with the EU ..cannot be fully normalised", MEPS warned.

As nobody likes to be accused to practice "Double Standards", this should be regarded as "Principles" applicable to any Third Country at EU's Neighborhood.. No ?

On Economy :

- "When Financial crisis shook US and EU's Banks, without result from the 1st (American) Paulsen plan, it was the common reply of the 1st EuroZone's Summit, involving some 1800 Billion euros, which started a positive move in the markets, soon strengthened by the follow-up of the US Paulson 2 Plan, noted Sarkozy.

- "Europe should not be only on the defensive, but, if necessary, know also how to take an offensive", he said, brushing away hesitationsto act on Economy: - "I'm for a refondation of Capitaliism, but against Speculators, who betray its values" : "Lack of Rules was profitable to speculators, Not to businessmen !" We must make sure to prevent any such crisis in future". "We, the rest of the World, cannot continue to bear the deficits of the 1st World power without saying anything !", the French President said, applauded by EU Parliament. All this needs "a New Global Governance", on which EU Parliament must debate. That's why "we proposed together with USA, several Summits from mid-November", to which G-8, enlarged to China, India a.o. countries, should participate. UNO's SG; Ban Ki Moon, the IMF, etc.

Financial crisis lowered shares' prices even for healthy companies, sometimes to 1/3 of their initial price, so that strangers might buy EU industries for only a portion of their real value, and Europeans may wake up one day with their main industries sold out to foreigners !

That's one of the reasons for which EU should debate about creating "Golden Shares" for States to jointly take Strategic participations to help European Industries until the end of the Crisis, particularly against distording competition, he suggested, pointing at USA's 35 billion $ plan for American Car Industry."We shall struggle for Europe to be able to build Airplanes, Ships, Trains, Cars, because we need a strong Industry", he concluded.

"F.ex. as we did back in 2004, when as Finance Minister, we bought Alsthom's shares for 800.000 euros, and, after restructuring, we sold them for 2 Millions : Help a company and make money is not so bad"...

As for the UK, "when Ireland announced that it would guarantee only Irish Banks, London City emptied from liquidities in 24 hours : It's the EU which helped to restore the situation, Not the UK alone !", reminded Sarkozy to nationalist British MEP Nigel Farage.

On the contrary, in a last-minute attempt for the EU to catch-up with its Institutional delay "before the European Elections" of June 2009, MEPs simply voted a call for a "set of proposals" to be made for the "Irish public opinion" at the end of the year...

- "As long as Lisbon Treaty is not ratified by all 27 EU Member States, there is an unanimous decision to stop Enlargement, reminded Wednesday in Strasbourg the French Minister for EU affairs, Jean-Pierre Jouyet..

Added to an indirect but clear warning that, without Lisbon Treaty, all 27 EU Member Countries may not have a Commissioner in the 2009 resuffle, MEPS in the Constitutional/Foreign affairs Committees applauded hoping that this might motivate their Irish friends..
